Jacquie spent her childhood in Greeley, Colorado with her life-long friends, known as the "Greeley Six." In 1963, the day after she received her BA from Trinity College, she married Dwight Swaback. They lived in the Chicago area, Colorado, and Japan before moving to Sacramento in 1972.
Jacquie was a community volunteer with the League of Women Voters, where she also developed life-long friendships. Jacquie worked to implement Title IX and gender equity both locally and state-wide; advocacy for women and children continued throughout her life. She earned her Master's from CSU, Sacramento, focusing on urban planning. The financial model of her MPA thesis received a merit award from the California State Affordable Housing Competition. Jacquie was also the City of Sacramento's first Child Care Coordinator where she assisted in and insisted that office and residential developments include childcare facilities.
Jacquie's last job was as Contracts Administrator for the Sacramento County Probation Department. She then went on to enjoy her retirement immensely. She read, played games with friends, hosted dinner parties, attended the theater and the philharmonic, enjoyed art shows, writing poetry, playing the piano again, and continuing to advocate for social justice.
Jacquie was preceded in death by her parents, Florence and Charles Phillips, as well as her brother, Robert Phillips. She leaves behind her two daughters, Kim and Käthe, her daughter-in-law Christine, her grandchildren, Hannah and Daniel, and ex-husband, Dwight.
Any donations in her honor may be sent to My Sister's House, in care of the executive director and dear friend, Nilda Valmores.
