Judge Cecil C. Lowe

MINDEN, LA - Judge Cecil C. Lowe, age 89, passed away on Monday, February 25, 2013, at his home in Minden.

Judge Lowe served as District Judge for the 26th Judicial Court, Bossier/Webster Parishes, from 1976 until retiring from that position in 1988 and, thereafter, served as an ad hoc Judge on the Second Circuit Court of Appeal. He served as Minden City Court Judge from 1954 until his election to the District Court and held the position of Minden City Attorney from 1949 until 1954.

He attended Louisiana Tech University and began his legal education before leaving school to proudly serve in World War II from 1943 to 1946. Lowe was discharged as a Lieutenant (j.g.) USNR.

After the war, he continued his education and obtained a law degree with honors from Louisiana State University Law School where he was a member of the Board of the Louisiana Law Review in 1943 and 1946-47. Upon graduation, he returned to his birthplace and home of Minden to begin his distinguished legal practice.

Judge Lowe was a lifelong member of the First United Methodist Church of Minden, where he served in numerous capacities, including Chairman of the Board of Trustees and Chairman of the Board of Stewards. He was a former President of the Minden Jaycees and was selected Young Man of the Year in 1956.

Cecil Cherry Lowe was preceded in death by his loving wife, Elizabeth Chapman Lowe; his parents, Eugene Henry Lowe, Sr. and Cecile Cherry Lowe; his brother, E. Henry Lowe, Jr., his two sisters, Mary Frances Lambert and Ann Elizabeth Smith; and his grandson, Mark Alan Lowe, Jr.

He is survived by his three children, John Paul Lowe and his wife Vicki of Shreveport; Susan Elizabeth Lowe of Houston, TX; and Mark Alan Lowe, Sr. and his wife Rebecca, of Lafayette; three grandchildren, Jessica Lowe LeMaistre and her husband Court of Fort Worth, TX; Mary Carmella Lowe McGehee and her husband William of Baton Rouge; and Sarah Virginia Lowe of Lafayette; one great-granddaughter, Caroline Lowe LeMaistre; and numerous nieces and nephews.

Visitation will be held at Rose-Neath Funeral Home in Minden on Wednesday, February 27, 2013, from 5:30 p.m. to 7:30 p.m. Funeral services will be held Thursday, February 28, 2013, at 11 a.m. at First United Methodist Church in Minden. Officiating will be Rev. John Cannon. Memorials may be made to the First United Methodist Church in Minden.

The family would like to express special thanks to his long-time caretakers, Sandra Stone, Brenda Williams and Dr. Joe Bolger. Honorary pallbearers will be Russell Adams, Alan Lee, James Madden, and Wayne Williamson.
