Passed away peacefully with his loving wife at his side at the Greater Niagara General Hospital on Thursday July 30, 2020 at the age of 77. Beloved husband of Joan for 47 years. Loving father of Joanne (Ian) McKenzie, Ken (Julie) Brousseau, Cathy (Wayne) Williams and Amy (Ian) Giggal. Caring papa of Ali (Ian), Olivia, Jake (Emilee), Ashley, Caitlin, Abby, Emily, Samantha and Sydney. Dear nephew of Marg Fisher. Dewey was an avid fisherman in his younger years and enjoyed making his loving family laugh, chuckle and groan with his dad jokes. Cremation has taken place and a private family celebration of his life will take place at a later date. Arrangements entrusted to MORSE & SON FUNERAL HOME, 5917 Main Street, Niagara Falls. The world has lost an incredible man. I am so thankful for the time I was able to spend with him over the years. My sincerest condolences go out to all of his family and friends on the news of his passing.

I remember Phillip as caring, inquisitive, and endlessly entertaining. He was always willing to strike up a conversation, and did indeed have an incredibly thorough grasp on the art of the 'dad joke'.

His memory will live on through his family and friends. He will be dearly missed.

Rest in Peace, Phillip.

I am very saddened as I read of the passing of Phil. My sincerest condolences to Joan and his family. As I read of Phil, the reference to how he made us "laugh chuckle and groan" is very accurate. That is how I remember him. We worked together at Niagara Region and Phil taught me a lot about Planning and he always had a twinkle in his eyes and a wry smile. I have always considered him a friend and often think of him. Especially those wonderful times going to the Y-camp Wasahabun near Midland on the May 24 weekends. Special times. Although I haven't seen him for some time I feel a great sense of loss. He was a good man and made a difference in my life.
