Francesca Hall, 53
HOLDEN - Francesca Hall (Fran), 53, died on Thursday, April 11, 2013. She leaves an Aunt, Frances A. Pronski-Stephens of Brewster and her beloved dog, Gloria. Francesca was born in Holden, MA, the daughter of Pauline P. (Pronski) Hall and William W. Hall.
She graduated from Villanova University and received her Master's degree in Business Administration. She attended and graduated from Massachusetts Institute of Technology on a NROTC scholarship, earned a Bachelor's degree in Civil Engineering. She also graduated from University of New Orleans and received her Master's Degree in Urban Planning. She was a retired US NAVY Commander, and Navy Deep-sea diver, Attended Surface Warfare Officers School. She was a Navy Reserve Officers' Training Corps (NROTC) instructor at Villanova University. Her Navy travels included tours of duty in Italy, the North Sea, the Philippines, Guam, Japan, Diego Garcia, Rhode Island, Norfolk, Va., San Francisco, San Diego and New Orleans.
Over the past 8 years, Fran has worked for CH2M Hill Constructors Inc., responding to natural disasters from hurricanes, tornados, earthquakes and floods across 12 different states, providing temporary housing for families who lost their homes. Beginning with Hurricane Katrina, she was a key member of the emergency management program team ready to provide program management; temporary housing, design and construction of community sites; mass care emergency support services; and technical services. Fran was instrumental in coordinating, planning and working with FEMA preparing for Mass Care/Emergency Assistance, Feeding, and Sheltering operations.
In her spare time she enjoyed swimming, cheering on the Boston Red Sox and the New England Patriots. She loved animals, especially Boxers and spending time with her beloved Gloria.
A funeral Mass will be held at 2pm on Wednesday, April 17, at Immaculate Church in Owensboro, KY. In lieu of flowers, memorial contributions may be made to NEADS, Dogs for Deaf and Disabled Americans, 305 Redemption Rock Trail, Princeton, MA 01541 or the Worcester Animal Rescue League, 139 Holden St., Worcester, MA 01606. Funeral arrangements are under the care of Glenn Funeral Home, Owensboro, KY.

Meg, we have never and will never meet but I would be even more disconsolate were I not certain that Fran ended up with someone who cared for her as much as you obviously did and do.

Fran always has a place in my heart and I too still think of her and am happy that she was with you.

I was married to Fran for 10 years and found this today by accident on the web. And I am heart sick. She and I always thought we'd have a day or two down the road to get together and share our lives. Now that day is not to be.

Fran was a warm and loving friend with quick wit and caring heart. Fran, I will miss you but thank you for so many laughs and big fun. Especially our Florida vacation!! Love you always

I first met Fran at a community event while living in New Orleans. Fran became an inspiration to me, to stay true to your self no matter what. I could always count on her humor and quit wit to liven up any situation or conversation. She was a breath of fresh crisp New England air. I will miss her dearly. God Bless you Fran!

You were a wonderful friend and coworker who is already missed. I've started to pick up the phone a number of times in the past week to give you a quick call. You were always there to share a laugh with and usually the instigator. I'm sure some day we will meet up a a dog park somewhere. God bless you.

I grew up having Fran in most of my classes in High School, and absolutely loved her keen intelligence and wit. I am so glad she lived life so fully. Her death is the world's loss. I will always remember her great smile..., WRHS Class of 1977

Fran went with us on a house hunting trip and made a recommendation to "pass" because of the potential for flooding. We had a good time that night and I'm pleased we took her advice. Later we saw that the basement had water running through the front of the house and out the back. Even the rugs were swept out the back door. Good call Fran!!

Fran was a great person to have on our team. She was insightful, highly intelligent, and quick to point out things that everyone else would miss.

Her contributions to the public service are many and are in use and serve as a model to others still now; the government and its people continue to benefit greatly from them. We will truly miss having her here.
