After graduation from high school in Narrows, Va., she attended cosmetology school in nearby Pearisburg, Va. Dottie then went on to teach cosmetology in Virginia and at the Pennsylvania Academy of Cosmetology in DuBois.
Dottie was most passionate about volunteerism, believing that helping others was what she was meant to do. She was a strong financial supporter of veterans charities. Dottie had also served as president of the Fleet Reserve Association Ladies' Auxiliary Branch 93 in Lexington Park, Md.
Dottie was also a member of the Moose Lodge and the Red Hat Society of Lexington Park, Md.
