HALSTEAD, John G.H. -C.M.
John G.H. Halstead C.M. retired diplomat and educator died on February 9, 1998 in Ottawa. After postings in London, Tokyo, the United Nations in New York, and Paris, he served as Deputy Undersecretary of State for External Affairs, as Ambassador to the Federal Republic of Germany (Bonn) and to the North Atlantic Treaty Organization, NATO (Brussels). Following retirement from the diplomatic service in 1982, he taught international relations and diplomacy at Georgetown University in Washington D.C. He was Visiting Professor at the University of Windsor and at Carleton University, Ottawa, a Skelton-Clark Fellow at Queen's University, and lectured at the Foreign Service Institute, Ottawa. He helped to establish and promote Canadian studies programs abroad, especially in Germany and published many articles on Collective Security, the Atlantic community and NATO. Born in Vancouver, B.C. January 27th, 1922, he graduated with a B.A. from the University of British Columbia in 1943 and after a three year World War II tour of duty as a Lieutenant in the Royal Canadian Navy Volunteer Reserve, joined the Department of External Affairs in 1946. He received a B.Sc., from the London School of Economics in 1950, and, for the promotion of Canadian-German academic and cultural exchanges, an Honourary Doctorate from the University of Augsburg, Germany, in 1944. He was awarded, in 1989, the first Peace Prize of the Association of German Veterans. He was named to the Order of Canada in 1996. Predeceased by his son Ian McAllister Halstead in 1986, he is survived by Jean Gemmill Halstead, his wife of 44 years, and by their son Christopher.
