David Balmer Dec. 31, 1915 - Dec. 5, 2017 Fairfield David Balmer died Dec. 5, 2017, in Fairfield, surrounded by family, just 26 days shy of his 102nd birthday. A Fairfield resident for 63 years, Dave was the Solano County Administrator from 1954 to1982, the longest tenure in California history. David was born Dec. 31, 1915, in Evanston, IL, and graduated from Dartmouth College, class of 1938 with a degree in Sociology. He was a flight instructor during WWII, and taught military Air Corps Cadets in the Stearman biplane, the Fairchild PT-19, and the North American AT-6, at flight schools in Texas. In La Jolla, Dave married Elizabeth "Betty" Donnelly in 1943. Betty preceded him in death in 1993. He is survived by children, Marguerite Brown of Oregon, Thomas Balmer of Fairfield, Joanne Balmer of Virginia; nine grandchildren; 14 great grandchildren; three great-great grandchildren; nieces and nephews. Active to the end, Dave enjoyed golfing, swimming, going to the theater, symphony, galas, dining, and dancing. David will be interred alongside Betty in a private ceremony at the Rockville Cemetery. A memorial service will be held at 2:30 p.m., Sunday, Feb. 11, at Rockville Presbyterian Fellowship, 4177 Suisun Valley Road, followed at 3:30 p.m., by a Celebration of Life at Rancho Solano Clubhouse.
