In 1980, Elder Richard Briggs founded New Liberty Cathedral Church where he pastored for 10 years. While pastoring his church Elder Briggs attended International Seminary School of Plymouth, FL, where he furthered his education in Christian Religion, and received his doctorate in Theology. In 1994, Rev.
