Passed away March 3, 2019 at the age of 92. Thomas was a lifetime West St. Paul resident. Preceded in death by wife, Sue Ann; son, John; son-in-law, Donald Sauvageau; and great-grandson, Logan. Survived by children, Sandra Sauvageau, James, Joseph (Colleen), Michael & Robert Hoban; 9 grandchildren; 4 great-granddaughters; one great-grandson; and very special friend for over 30 years, Kay Westby. Thomas was proud of being a WWII Army Air Corp Veteran and Former City Manager of West St. Paul from 1972–1985. Funeral Service 10AM, Thursday, March 14th at St. Stephen's Lutheran Church, 1575 Charlton St; WSP. Visitation 4–8PM, Wednesday, March 13th at Klecatsky & Sons West Chapel, 1051 So. Robert St; WSP. and also 1 hour prior to the service at church. Interment Fort Snelling National Cemetery. Memorials preferred to St. Stephen's Church Foundation or Neighbor's Inc. 651-457-6200

My sympathy and condolences to all of Tom's family members. In the late 1950's Tom was employed by Standard Ready Mix Concrete, and among his more difficult duties there he was tasked to deal with their delinquent accounts. I was young lawyer assigned by my firm to assist him. I don't recall exactly how many years I worked with him, but in the fall of each year when the construction season was over we would get together and decide how to pursue those overdue invoices. I have many fond memories of working with Tom . There were many difficult decisions to be made, and Tom approached them in an evenhanded manner making it a pleasure for me to work with him. He was a gentleman with a wonderful sense of humor, and will be missed by all who knew him.

To Jim, Joe, Mike, Robert, and Sandra - my wife Marigo and i offer our most sincere condolences for the passing of your father.
He lived an exemplary life and i believe he's already been told by the King of Kings "Well done my good and faithful servant"!
Additionally he's finally reunited with wife Sue Ann and son John and most likely playing golf again with my uncle John, his long time friend who passed 10 years ago. Mr hoban you'll be missed and the good times you shared with us will never be forgotten.

Mike & family, sorry to hear of your Dad'passing. I will always honor your Dad in the kind way he treated my Dad in the years your Dad was City Manager and my Dad was in street maintenance.
