Paul was a great friend. I had the honor of being the Agent who "discovered" Paul and recruited him to be the Bureau's Chief Polygraph Examiner, FBI Polygraph Examiner Certificate #1. He was a true leader in the Federal Government's polygraph community.Paul K

I first met Paul in 1969 when we both served with the 9th Combat MP Company, 9th Infantry Division, Vietnam. Paul was in Army CID and I was PMI, awaiting for my BI to be completed for CID. Paul taught me a lot about how to conduct investigations, interviews, and interrogations. He was always a calming force in bad times. I saw Paul many years later in a PSCOT Course and had him speak during one of our state seminars. We've lost a great polygraph examiner.

Saddened to read about the passing of Paul in APA Magazine. He was s role model to newly trained polygraph examiners in Army CID when he was our QC reviewer. May the Lord give his family the peace that surpasses all understanding. RIP.

He was my mentor, my friend and all my polygraph successes are most likely because of his encouragement and tutoring. Barry Colvert

Paul led the way in developing the FBI's Polygraph Program and in advancing professionalism in the polygraph field. Through Paul's vision and leadership, exceptional Special Agents were selected as examiners and interrogation specialists. Paul implemented a Polygraph Research Program, had the National Academy of Science review the science of polygraph and integrated graduate training with the University of Virginia with the Advanced Polygraph Studies program. Paul understood the intricacies of polygraph, and well knew that aspects of the polygraph would be criticized and that he would take it on the chin. Paul gave as well as he took. Through Paul Minor's efforts a solid investigative tool was forged for the FBI. Paul was a leader you could respect. Our prayers are with your family. FBI
