JOAQUIN OTERO Obituary


JOAQUIN F. OTERO "Jack"Joaquin F. Otero of Arlington, VA passed away on November 9, 2016. Born in Havana, Cuba on April 3, 1934, Jack was a major player in the American Labor Movement. For 22 years, he was an International Vice President of the Transportation-Communications Union. A recognized national Hispanic leader, in 1991, he was the first Hispanic elected Vice-President of the National AFL-CIO and was a founder and later served as National President of the AFL-CIO's Labor Council for Latin American Advancement. Early in his career, Jack worked for the International Transport Workers' Federation overseas in Europe and throughout Latin America. Elected in 1988 as Vice Chair of the Democratic National Committee, he later served as Deputy Undersecretary of Labor for International Labor Affairs in the Clinton Administration. In 1996, Jack established Otero Global Resources, remaining active until his retirement in 2011. Preceded in death by his mother Josefa Otero, stepfather Luis Arteaga, and brother, Jose Antonio Otero, Jack is survived by his beloved wife of 29 years, Carin Otero, his children Gizelle (Larry) Henricksen, Jack (Terri) Otero, Laura (Stephen, deceased) Price and Natalie (John) O'Bradovich, seven grandchildren, eight great grandchildren and his brother Roberto Otero. Mass of Christian Burial will be held at 11:30 a.m. on November 16, 2016 at St. Bernadette Catholic Church, 7600 Old Keene Mill Road, Springfield, VA 22152. Visitation will take place from 6 to 9 p.m. on November 15, at Murphy Funeral Home, 4510 Wilson Blvd, Arlington, VA 22203 and on November 16 at 10:30 a.m. at St. Bernadette Catholic Church. In lieu of flowers, donations in his memory may be made to the Mother Maria Kaupas Center, Attn: Pastor- Divine Redeemer Church, 438 West Avenue, Mount Carmel, PA 17851.

JACK WAS A WHIRLWIND OF ACTIVITY, TREMENDOUS FOCUS AND ALL WITH AN UNBELIEVEABLE SKILL OF ORGANIZATION. HE WAS A WEALTH OF FIRST HAND EXPERIENCE, KNOWLEDGE AND POSSESSED THE ABILITY TO CONNECT WITH ALL PEOPLE. HE OVERCAME MANY CHALLENGES AND DIFFICULTIES AND ROSE TO THE OCCASION AT EVERY OPPORTUNITY PRESENTED TO HIM. HIS MANY CONTRIBUTIONS TO A MULTITUDE OF PEOPLE FROM ALL WALKS OF LIFE AND MANY ORGANIZATIONS ARE A TESTIMONEY TO HIS TALENTS AND SKILLS. HIS PRIDE OF FAMILY AND FRIENDS WERE UNSURPASSED. JACK WAS A GEM WHO HONED HIS SKILLS WITH HARD WORK, SHEER DETERMINATION AND DEDICATION. HE WAS A MEMBER OF OUR BOARD AT F.A.S.T., A FRIEND AND A MAN WHO I WORKED AND TRAVELED WITH, DID CONFERENCES AND PROJECTS TOGETHER THAT WERE GREAT EXPERIENCES. AND JACK HAD A TERRIFIC SENSE OF HUMOR WHICH I TESTED MANY TIMES AND HE COULD LAUGH AT HIMSELF. WE LOVED HIM. WE WILL MISS HIM. HE WILL BE IN OUR PRAYERS. Joaquin Otero's story and his lifelong service to better the lives of so many is significant of what can be achieved in this great country of ours. Several years ago, I had the honor of meeting Mr. Otero, father of our wonderful friend Gizelle, Not once did he speak of himself. Rather, our conversation revolved around how proud he was of his entire family and he spoke of their individual successes.
