THOMAS WOLANIN Obituary

WOLANIN Thomas R. Wolanin (Age 74) Passed away on April 2, 2017, after a two-year battle with cancer. Wolanin was born on December 1, 1942, in Detroit, Michigan. His grandparents were immigrants from Poland. His father, Chester Wolanin, was an electrician and his mother, Helen Wolanin (nee Helen Luszczki) was a medical secretary. Both parents were high school graduates and expanded their skills in night school. Wolanin attended Our Lady Queen of Heaven Elementary School and Osborn High School (a public school), both in Detroit. With the assistance of a Katherine Tuck Scholarship (for Michigan students studying outside of the state), Wolanin attended Oberlin College. He graduated in 1965 Magna Cum Laude with Highest Honors in Government and was elected to Phi Beta Kappa. A recipient of a Harvard Graduate Prize Fellowship and a Woodrow Wilson Fellowship, Wolanin enrolled in the doctoral program at Harvard University and earned a Ph.D. in Political Science in 1972. Wolanin had three overlapping careers as a college faculty member and administrator, senior staffer in the Federal government, and consultant. He taught American politics and education policy at Oberlin College, the University of Wisconsin-Madison, George Washington University, and the Warsaw School of Social and Economic Studies (WSSE) (as a Fulbright Senior Specialist in Poland); and he was an administrator at New York University. He delivered guest lectures at more than 20 colleges and universities, including Jagiellonian University (Poland). In his second career, Wolanin worked in the Federal Government including service in the U.S. Congress for 17 years in the offices of Congressman Lucien Nedzi (D-MI), Congressman Frank Thompson, Jr. (D-NJ), Congressman John Brademas (D, IN), Senator Fritz Hollings (D-SC), and for 15 of those years, Congressman William D. Ford (D-MI). Under Ford's leadership as Chairman of the Subcommittee on Postsecondary Education, Wolanin served as Staff Director and managed the reauthorizations of the Higher Education Act in 1980, 1986, and 1992. He also did staff work on the Higher Education Act reautho rizations of 1972 and 1976, the Middle Income Student Assistance Act (1978), the reauthorization of the National Foundation for the Arts and Humanities Act (1980), and the Tech-Prep Education Act of 1990. In 1993, Wolanin was appointed by President Clinton as Deputy Assistant Secretary for Legislation and Congressional Affairs in the Department of Education under Secretary Richard W. Riley and served in that position for three years. He worked on the enactment of the Federal Direct Loan Program, GOALS 2000: Educate America Act, the Improving America's Schools Act (reauthorization of the Elementary and Secondary Education Act), and the School-to-Work Opportunities Act. In his third career, Wolanin worked for a decade as a consultant (Senior Associate) through the Institute for Higher Education Policy. Especially while working for Congress, Wolanin was known as a major architect of federal grant and loan programs that enable millions of Americans from low and middle income families to pursue postsecondary education. As the first in his family to attend college, Wolanin worked tirelessly to broaden educational opportunity by strengthening federal student aid programs and by expanding federal TRIO programs in order to promote greater college access and success of first-generation college students from low-income families. Wolanin traveled abroad extensively for both business and pleasure, and enjoyed every opportunity. He visited 42 countries, including such varied locations as Malta, Mozambique, Georgia, Cuba, and Kyrgyzstan. He made eight trips to Poland and always felt a connection to the country of his grandparents. Throughout his careers, Wolanin published widely in scholarly, professional, and popular publications on American politics, education policy, and Poland. He authored or coauthored four books, eight monographs and more than 60 articles and reviews. His last book, Polish Charity Labels and Placards, 1913 - 1924, was completed in 2016. Wolanin was a member of the National Democratic Club, the Polonus Philatelic Society, and the Cosmos Club. He is survived by Donna Christian, his beloved wife and partner of more than a quarter century; two sons, Peter Wolanin and his wife, Karen Sisti of Princeton, NJ and Andrew Wolanin, his wife, Holly and their children, Olivia and Violet, all of Philadelphia, PA; and two brothers, James Wolanin of Daly City, CA and Mark Wolanin of Centreville, VA. His previous marriages to Barbara Boese Wolanin and Andrea Walker Bolling ended in divorce. Following the wishes of the deceased, no funeral service will be held. I am left with an emptiness with Tom's passing.
Donna, we had so many great visits with museums, thrift shops, lunches, dinners and at the top of the list, our marathon pinochle games, of which you or Tom were usually the weekend winners! Memories I will never forget, along with your graciousness for welcoming me into your lives, whether at our house or yours. Thank you and I will miss him.

"Mr. Wolanin" provided my first childhood peak into politics and government with an unforgettable Capitol tour, and was a distant touchstone as I proceeded down my own (less scholarly) career path. A good man, and good friend to my mother. Best wishes to all Tom's family.

Donna -- my heart breaks for you and the rest of Tom''s family. He was such a gracious host every time the TIRF Trustees met at your home. I am so glad I got to read his beautiful book and use examples from it in my teaching. Kathi B.

Dear Donna and Family,
Our sincere condolences. Tom was a true gentleman and scholar who touched so many lives by his work in higher education and his dedication to giving ALL students the opportunity to go to college.
For those of us who had the honor to work with Tom in these pursuits, he was a mentor and a friend who taught us to be stalwart advocates for what was right and fair. He also taught us to maintain a sense of humor and humility when it came to dealing with the politics involved at every level of our work!
Personally he kept me straight on the details of legislation and its consequences while he was on the Hill and in the Administration. Over decades he helped me grow as a professional and as an individual.
But his work on behalf of America's youth and their right to pursue an education was far beyond what most of us could have hoped to accomplish in our lifetimes.
He will be deeply missed and remembered.

Dear Donna,

My sincere condolences to you. I always loved the times we spent together and growing to know Tom through you and then directly, at Cosmos, in Rome, at many conferences all over the US, at your home, at CAL, and in Australia.

Tom was such a fine and noble person, talented, dedicated, kind and committed, I shall miss him a lot.

Love to you and warm regards, Joe Lo Bianco

As classmates at Oberlin (and, in Michael's case, freshman section-mates), we have known Tom throughout our adult lives and deeply appreciated his friendship over all those years. Tom of course was the consummate professional at making federal higher education policy and opening the doors to college for millions of low-income Americans, but not everyone knows what a delightful companion (and competitor at long-lasting hearts marathons) he was. Unlike some who achieve great success in Washington, Tom never lost his connections to his modest Detroit roots.

As a public educator, I am especially proud of the very significant and valuable contributions my Oberlin classmate rendered to the field of our mutual concern as well as his role in the creation of opportunities for those of relative limited means. His legacy, largely anonymous to most who have and will benefit, will prove a lasting and fitting memorial.

Donna, I remember so well the day you and Thomas came to the OAR office to meet us and to make a wonderful contribution to our work. And then I got to have lunch with the two of you each year as your renewed your support. What a gentle man Thomas was. So humble amid his many accomplishments. His spirit continues.

I knew and worked often with Tom in DC during the late 1970s and early 80s, and regret that it has been so long since we connected. He was a tireless supporter of higher education, and even when we disagreed over issues,it was never disagreeable. He was a good friend, and I wish the best to his family

Donna, I'm so glad that you met Tom and shared many happy years and experiences. Though that makes the loss more difficult, it makes the memories good ones. I know you were a wonderful companion, caretaker, and loving wife to Tom and you made his life richer by knowing and loving you.
