Cathy was born July 21, 1951 in Clinton, IA to Lee and Betty (Wagner) Hartman. Cathy married Dean McNett on October 5, 1974. Together they had three beautiful daughters, Deidre, and twins Melinda and Danielle. Cathy graduated from Chadwick High School in 1969. She graduated with a bachelor's degree in elementary education from the University of Wisconsin-Platteville in 1973 and continued her graduate education, receiving her Master's Degree from the University of Wisconsin-Stevens Point in 1999. Cathy began her career as a teacher in Elkhorn, WI in 1973 for one year followed by one year in South Wayne, WI. She taught elementary education in Stockton, IL for 19 years. She moved with her family to Wisconsin Rapids in August 1993. She was a teacher in the Wisconsin Rapids School District until her retirement in 2013. Upon her retirement from the district, she began teaching at St. Luke's Preschool in Wisconsin Rapids.

Cathy's proudest accomplishment was how her three children grew into women. They were the driving force in her life along with her cat Mickey. Cathy's unwavering dedication to her family is the capstone of her life and the legacy she will be remembered for. Cathy's essence is captured by her love of home and family, her love of words, and her spirit of learning.

Cathy had a sense of process and absorbed what was happening around her. She had a willingness to grow through her journey of life. She loved to read books and allowed them to take her down another path of life. She was undeceived by life and had a realistic idea of human nature. Cathy's major concern was always the future of her family. She wanted them to appreciate and respect the past. She loved her career and did not think of it as just a job. Cathy was very involved with her church, the United Methodist Church of Wisconsin Rapids. As a devoted woman of faith, she served her church as member of the Staff Parish Committee, Garden Committee, and Coffee Fellowship. Cathy also enjoyed crafting and maintaining her home.
