I have known Warren since 1983. To me, he personified the Professional Public Procurement Officer. Prince Georges County and the State of Maryland was surely well served.

We were saddened to learn of Warren's passing and extend our deepest sympathy to his wife, children, and their families. Warren was both a true professional and a friend. He gave freely of himself to promote integrity in the public procurement process in the state and nationally. The standards Warren help set should guide the ones who follow in his professional footsteps for many years. When they do, that will be his legacy to his friends and peers.

Warren will live on in my memory and my heart as hardworking and dedicated...not only to his family but to his love for procurement. As well as that bit of fun, rascaly side he had. Always showing us his new toys from his family (the pocket joke box, his new cell phones), joke emails, and those silly play-on-words jokes he could come up with in a heartbeat. He will always hold a special place in my heart. My condolences to the family. I'm very sorry for your loss.
