Colleen M. Elliot

Lake Stevens, Washington - Colleen M. Elliot (nee Carney), 74, of Lake Stevens, WA passed away on June 11, 2025, of complications of Alzheimer's disease. Born in Dubuque, Iowa on November 8th, 1950, Colleen was the daughter of Robert J. and Grace (Wilson) Carney. She grew up in Northern California, and graduated in 1972 from California State University, Hayward with a Business Administration degree. In November 1973, Colleen was commissioned as an Ensign in the Supply Corps, U.S. Navy. Colleen was very proud of her time in the service and often shared stories about being a Lieutenant at the Naval Communications Station, Nea Makri, Greece. Colleen's final Naval duty station, NAS Whidbey Island, brought her to Washington State, where she lived for the rest of her life. After her Naval career, Colleen continued her commitment to public service as a civil servant with the City of Bellingham. In Bellingham, Colleen was a devoted mother raising her two daughters while working full-time for the City. She retired from her City career at the age of 66, and moved to Lake Stevens to be close to daughter Rachel, son-in-law Tim and grandson Logan. As is evident from her career choices, Colleen prioritized service to her Country and community. She was a kind and gentle soul, always taking pleasure in service to others. Colleen was very active in her church and had a special place in her heart sewing and knitting to provide for those in need. Above all, she treasured the time she spent with family. Colleen Elliot is survived by her brother Patrick Carney, and wife Katharine; daughter Rachel Bates and husband Tim; daughter Jessica Boone; nephew Ryan Carney; and grandsons Logan Bates and Cody Boone. To all who knew and loved her, she will be deeply missed and never forgotten. To our Dear Colleen: wishing you clear skies, calm seas, and a safe return home. A funeral service will be held at 2 p.m. on Thursday, July 10, 2025, at Greenacres Memorial Park, 5700 Northwest Drive, Ferndale, WA 98248.
