Wiliam (Bill) Delmore
BISMARCK - William (Bill) Delmore, a Yale-educated environmental lawyer, top-shelf basketball player, renowned psychic and avid outdoorsman, died on May 30 in Minnesota, while doing what he loved, fishing with his son Shane.
A life-long champion of the environment, Bill worked for three decades in North Dakota environmental enforcement. Throughout his career, he represented many clients in the interests of justice and fairness. Bill served as Chief Judge of the Standing Rock Reservation, Asst. District Attorney for the Environmental Protection Agency of North Dakota, Bismarck City Commissioner, Burleigh County Commissioner and as a partner at the Kelsch law firm and later at his own firm.
He represented his close friend, Jim Laducer, a member of the Turtle Mountain Band of Chippewa, on the purchase of Apple Creek Country Club and in the founding of Turtle Mountain State Bank, the first and only privately owned Native American bank on tribal lands. Most recently, in November 2023, he proudly represented the Friends of Rail Bridge nonprofit before the North Dakota Supreme Court to save the Bismarck-Mandan rail bridge.
Bill had an intuitive gift that allowed him to see and sense patterns that most of us are unable to see. In the early 1970s, a substantial research effort was undertaken at J. B. Rhine's Institute for Parapsychology to study his reputed psychic abilities. According to a published report at the time, this effort yielded "perhaps the most dramatic psi results to be produced by a single subject in the last twenty years." He was studied again by the same investigators in 2022, now at the University of Virginia, and in a soon-to-be published report, they wrote "it is remarkable that participant BD was able to perform well at a novel psi task at a later stage in his life, approximately 50 years after [the earlier tests]." [cw31][cs0][f20][p9.5][v10.5][s11.4][r%][ya]After learning of his death, Ed Kelly, Ph.D., Dept. of Psychiatry and Neurobehavioral Sciences at UVA School of Medicine, wrote the following: "I was the lead investigator for almost all of the published scientific work with Bill Delmore, and in light of that experience I can state without reservation that his reputed psychic abilities were genuine. He altered the course of my own life, in fact, by convincing me that these phenomena really do exist as facts of nature (whether we like that or not), and that our science-based picture of the world must find a way of accommodating them. I am profoundly grateful for the time we spent together." [ya%]

For those that knew them both, the irony was self-evident. They were married for 43 years and both have contributed much in their own way to the Bismarck community. [ya%]

Chunk is survived by his wife Stephanie and his sons Bill (and Cate) Axtman of Pittsburgh and Shane (and Erin) Delmore of Boston, and six grandchildren, Charlie, Ali, Kristen, Grayson, Teague and Estella. Today I learned of Bill´s passing. I knew Bill when I was in grade school as he was close high school buddies with my cousin Jerry. We would spend many hours at the table in my Grandma Kate´s kitchen on 9th and C talking about amazing things he knew, experiences he and Jerry had living life to the fullest (w/many bar stories.) Bill was brilliant and gifted. One day, I tested Bill. Before he came over to visit, I drew an object on a piece of paper and hid it in my Gram´s kitchen drawer. When Bill showed up a while later, I eventually told him that I was testing him and that he needed to guess what I did. He immediately told me that I drew an elephant on a piece of paper and put in (pointing to where it was ) that drawer. No body could have known. I put the secret paper there before room cameras existed, no body saw what I did and no body knew the test. Billy passed his test and I never doubted his ESP abilities. I have had that unbelievable story to share over the years of this mind-reading human. I thank God I was able to have extraordinary Billy on my life´s pathway. RIP Billy. I was a "teammate" of Bill's on "The Lost Generation" trivia team that competed at the old Town House on Saturday nights back in the 1980s. His wide-range of knowledge was impressive, and he was a heck of a lot of fun to be around.

I´ve got some tremendous memories about my friend Bill, the stories he told, maybe even a lie or two, but all the same, tremendous memory makers. He was an amazing athlete, even in his later years, over weight and not very fit, he could swing a golf club like Tiger, and the ball would go as far. like the day he got a hole-in-one on number 15 at Apple Creek. Amazing shot.
When I went through my divorce, Bill was one of the guys that was there for me. We would spend time at his place, mostly at mine, talking, having a cocktail or two and doing some grilling. He was always there to visit and talk to me. I appreciated that more than he ever knew.
When it came to hunting, especially birds, he was the expert. He claimed that since he was a native that he knew more about hunting than I would ever know, and that he could out hunt me. That actually proved to be true, but all the same, he felt his knowledge and ability as a hunter was genetically passed down through the ages from his ancestors . I believe he had a point.
In closing, I´ve got many more life experiences I could share, but I´ll sum it up this way. because of the time that I´ve spent with Bill over the years, my life has been enriched, I have a greater appreciation for things in our environment, and I am a better person because of him! May he rest in peace

I was very saddened by Bill's passing. As a fellow attorney in Bismarck, I got to know Bill and always enjoyed his company. Bill and I presented seminars on environmental law and oil and gas law and we had a good time doing that. He was great to work with on those projects. My wife Cynthia also knew Bill going back nearly 40 years. We wish to extend our sympathy to all of his family and friends. He will be missed.

Our deepest condolences to the entire family of Bill Delmore. He was a great friend for many years. We had many memorable times in our legislative pursuits at the Capitol. We had unforgettable moments as well listening to all his stories and recollections. We truly enjoyed his company. While we will miss him dearly, it's a great comfort to know he passed peacefully while doing something he loved with family. The guy was a giant in so many ways. We will miss him dearly. My sympathies to Stephanie and Family and Friends. I first really got to know Bill when we both worked as attorneys for the State of North Dakota in Bismarck in the 80's, even though we both grew up in Bismarck at the same time. We also played some golf together during that time, and golf is a great way to get to know someone and see how they handle adversity! I remember once when a snake slithered across in front of Bill-I don't know if he always had an aversion to snakes or not, but it took a couple of holes to forget @ that one! Rest in peace Bill!
