RICHARD B. "DICK" ISAAC

Passed on March 20, 2026. He was born in Baltimore on April 16, 1938, the son of the late Richard E. Isaac and Elaine Gibson Isaac. He was the husband of Carol Duke Isaac, his wonderful loving wife of 60 years. He had an idyllic life on a farm in Reisterstown. In his teens he raised chickens and sold eggs on a huckster route.

He was retired State of Maryland employee. Working for over 33 years for the Carroll County Health Dept. most of that time as Director of Environmental Health. In addition to his duties as Director, he was often appointed to assist in drafting environment laws and regulations, He co-authored and presented a paper to the American Public Health Assoc. on Carroll County ground water. He was appointed to the Youth Camp Safety Board. He also worked closely with Carroll County Govt. After retirement he worked part time as a docent at the Historic Ships of Baltimore and later part time with the Carroll County Library System doing lawyer referral. He also practiced law. Lead by Carol he and their family grew Christmas trees and operated a craft shop. For a short time, he designed and sold bumper stickers.

Entering the Army after high school. He served as an MP and received a Top-Secret Q clearance. He spoke little of his service until he found his secret base on the internet. He was a life member of DAV Post 22 Westminster, Scottish American Military Society, American Legion Post 200 Hampstead. For several years, on Memorial Day, he had the great honor of placing a wreath at the Tomb of Unknowns at Arlington Cemetery. He was past Chairman and Treasurer of the Veterans Advisory Committee at the Garrison Forest Veterans Cemetery.

Dick was a graduate of the University of Maryland, College Park. He and Carol were avid Maryland football fans and held season tickets for many years. It was at the University he met and fell in love with his wife. He was a graduate of the University of Baltimore Law School and was a member of the Maryland Bar.

He was a member of the Reisterstown United Methodist Church and served on the Trustees and Administrative Boards.

He was a member of The St. Andrew's Society of Baltimore. He enjoyed wearing his kilt and participating in Society events. He especially liked attending the Tartan Ball with his wife. He served on the Society's Board of Managers and was Trustee/Secretary with the Society's charitable Foundation. He liked the bag pipes but believed they sounded best outdoors. He was life member of the Clan Morrison Society.

He was a Master Mason member of the Lebanon Lodge 175 in Manchester, and Scottish Rite Mason.

He was a direct descendant of a Maryland colonial family. He was a life member of the Society of the War of 1812 and Sons of Confederate Veterans.

In his younger days he hunted upland game birds and waterfowl. He attended many local auctions and bought and sold items. He enjoyed history, especially local history.

In addition to his wife, he is survived by daughters, Catherine Pratt, of Manchester, Victoria Isaac, Amanda Blankenship and husband Dean Blankenship all of Westminster, son Richard D. Isaac and wife Jamie Isaac of Owings Mills and seven grandchildren. Also surviving is sister Lynn Vizas of Mt. Airy. He was predeceased by a sister, Mary Penelope Isaac.

The family will receive visitors on Thursday, March 26, from 4-7 pm, and on Friday, March 27, from 10-11 am, at the ECKHARDT FUNERAL CHAPEL, P.A., 3296 Charmil Drive, Manchester, MD, where the funeral service will begin at 11 am.

Interment will take place in Garrison Forest Veterans Cemetery, Owings Mills, MD, at a later date.

No nicer honest man . Kind, funny and a person to be looked up to, Best Director of Environmental Health Carroll co . My family and I owe a debt of gratitude to Richard and family, it was a honor to have known him.
