Edward Keynes Obituary

Edward Keynes Edward Keynes, long-time Professor of Political Science at Penn State (1976-2002), and more recently Honorary Professor at the Christian-Albrechts University in Kiel, Germany (1998 - 2016), died April 9, 2016, at age 75 after a lengthy illness at his Kiel home. He was preceeded in death by his brother, Penn State graduate Marvin Krasnansky. He is survived by, among others, his niece, Melanie Olsen, of Seattle. A private memorial service was held April 20, followed by a public service May, 17, both in Kiel. Keynes was a distinguished scholar and teacher over a long career in the U.S. and in Germany. His written work and teaching centered on constitutional law/public law, American politics, international relations, and the comparative politics of Western Europe. He was born in Philadelphia, did his undergraduate work at Queens College in New York, and received a Ph.D. from the University of Wisconsin in 1967. He held visiting professorships at Kiel, Hiroshima University in Japan, Philipps University in Marburg, Germany, Melbourne University in Australia, and Albertus Magnus University in Cologne, Germany. Among his consultantships were those with the Pennsylvania General and the U.S. House of Representatives. Keynes authored numerous publications: articles in political science and law journals, chapters in edited books, and single-authored books. The most prominent of the latter were Liberty, Property and Privacy: Toward a Jurisprudence of Substantive Due Process (1996); Undeclared War: Twilight Zone of Constitutional Power (1982); and The Court vs. Congress: Abortion, Busing and Prayer (1989). Keynes was the Acting Chair of the Institute for Political Science in Kiel 1998-2002, and co-director there of the International Symposium on National Security there in 1998. He was an Otto Wolff Foundation Fellow in Germany, a Fulbright Fellow in Japan and Germany, a George C. Marshall Fellow in Germany, a Fritz Thyssen Fellow in Germany, and an Alexander von Humboldt Fellow in Germany. On a more personal level, Ed was a very loyal, generous and dedicated friend to all those with whom he was closely associated. He might have been described as a "gentleman of the old school." He also had a wicked sense of humor. His passing is a great loss to all who knew him.

Dr. Keynes was my instructor, and his teachings have always stuck with me. Totally agree with the sense of humor. His family should know that amongst the men and women he helped to form into contributors, he was as beloved a man who has ever walked this earth.

Sad to hear of his passing, and may God eternally look after his loved ones in the days ahead.

Dr. Keynes was my academic adviser and professor at Penn State. Some of my most serious thinking about my life and future plans was generated from our discussions. I have thought about him from time to time over these 40 years since, but never had the chance to thank him and let him know that my life and career have progressed just as we had hoped. My deepest sympathy to his family and friends.

We were saddened to learn that mentor and friend Ed Keynes passed away. (For several years after college we respectfully addressed him as Professor Keynes. He insisted that we had become colleagues and contemporaries and henceforth were on a first name basis.) During college Ed gave me the honor and privilege of being his teaching assistant and research assistant; drafting materials for his book concerning war powers; and writing essay questions for Poli Sci courses. He rewarded extra reading, critical thought, and holding one's own in conversations with him and other Department figures. Ed's graciousness even took the form of a morale boosting phone call during first year law school. My parents (Bernadette and Warren Witzig) became friends with Ed, and it seemed he dined with them more often than Deb and I did! Rest in peace, Ed. You taught us well.

Dr. Keynes was a frequent guest at my parents (Don & Betsy Kepler) table at The Tavern Restaurant. I was captivated always by his stories on many subjects. If the term "A Gentleman and a Scholar" ever applied to anyone.....it was Ed Keynes!
