Robert Carter was born in New York City, NY, in 1929, the son of H.J. and Helene Carter. He is survived by his son Michael Carter, daughter-in-law Tracy, and granddaughter, Whitney, of Moraga, CA; daughter Dayna Sayres, son-in-law John, and granddaughters, Lauren, Kelly, and Haley, of Orinda, CA; son Stephen Carter and daughter-in-law Sherri, of Florence, MT; and son David Carter and granddaughter, Paige, of Redondo Beach, CA.
Dr. Carter graduated from the College of William and Mary, and he earned a doctorate at the University of California, Berkeley. He was a Professor at the University of Southern California and the United States Military Academy at West Point, and he retired after 35 years in the Army at the rank of Major General.
General Carter will be buried with military honors at the Sacramento National Cemetery in Dixon, CA.

Bob was one of a kind, fun and outgoing, easy to befriend yet also easy to admire. He and Marge were very kind to me and later very kind to me, my wife Christine, and our kids. We'll remember him always and miss him very much.

I had the pleasure of knowing the General for a very short time as we were both members of the Walnut Creek Elks Lodge. He was a permanent fixture at the high top tables in our lodge lounge on Burger Night. Everyone knew him and loved him. He will be missed!

I met Bob (and Marge) in 2005 at Pangea Lounge in north bennington Vermont.
From 2007 until Marge's passing were neighbors in shaftsbury Vermont. Their love of Labs was unparalleled. I miss them
