James W. "Jay" O'Loughlin, 65, of Spotsylvania County died Tuesday, Sept. 23, 2003, at Mary Washington Hospital.
He had retired as a police captain from the Fredericksburg Police Department with 23 years of service. After his retirement, he continued to work part time for the Fredericksburg Police Department, Charles Nichols Auctioneering, Fredericksburg Auto Auction and sold real estate.
He was a member and a former trustee of the Fraternal Order of Police Rappahannock Lodge 15, a member of Elks Lodge 875 and St. Matthew Catholic Church. He spent many hours at Captain Sid's Restaurant on Princess Anne Street.
Survivors include a sister, Carrie Ann O'Brien of Houston, Texas; a dear friend, Teresa Nagy of Spotsylvania; a cousin, Ronald Herring of Reedville; and several other cousins and family members.
A memorial service, with full police honors by the Fredericksburg Police Department, will be held at 11 a.m. Saturday, Sept. 27, at Covenant Funeral Service, Fredericksburg. Chaplain John Perry and Chaplain Floyd Shelton of the Fredericksburg Police Department will officiate. The family will receive friends from 7 to 9 p.m. Friday, Sept. 26, at the funeral home.
Pallbearers will be Capt. Richard Wright, Capt. Dean Martin, Lt. Richard Pennock, Sgt. Paul Peterson, Officer Ed Medina, Officer Paul Maiatico, Thomas Sidney Phelps Jr. and Ronald Herring.
Memorials may be made to St. Matthew Catholic Church, 8200 Robert E. Lee Drive, Spotsylvania, Va. 22553; or to the American Diabetes Association, Rappahannock Affiliate, Box 1385, Fredericksburg, Va. 22402.
