Frank Devine Obituary
Hattiesburg
Dr. Frank E. Devine, former professor, departed this life after a lengthy illness on November 12, 2011 at the age of 70. Dr. Devine was born in Boston, Massachusetts and attended Harvard College where he received an A.B. Cum Laude before going on to receive Masters and Doctorate degrees in Political Science at Syracuse University, New York.
A distinguished career in teaching and scholarship followed. From 1967 to 1974, he taught Political Science at Boston College, Boston Massachusetts, before moving to Hattiesburg, Mississippi to teach at the University of Southern Mississippi. During his career he taught courses such as Theology of Criminal Justice, Comparative Criminal Justice, Criminal Procedure and Correctional Law. Based on years of international research, he produced a large number of articles and book reviews on Political Science and Philosophy, and two major books, "Holdings on Prisoner's Rights by the U. S. Court of Appeals for the Fifth Circuit" (1987) and "Commercial Bail Bonding: A Comparison of Common Law Alternatives" (1991)
In 1988 he received a Fulbright Senior Scholar Award for legal research in Australia to study comparison of bail systems in the Australian States. He retired and moved to New Orleans in 1998.
He is survived by wife, Margaret Fullick Devine; daughters, Janet Gillow and Margaret Crowe; stepson, Stewart Odom, three grandchildren and two sisters.
Dr. Devine will be honored at a Memorial Service at ST. George Episcopal Church, 4600 ST. Charles Ave., New Orleans, LA on Saturday, December 3, 2011 at 11:00 A.M. In lieu of flowers the family requests donations to the Multiple Myeloma Research Foundation, 383 Main Ave., Norwalk, CT 06851. Arrangements by Jacob Schoen and Son Funeral Home.
