GARY, HOWARD VAUGHN, passed away February 15, 2009. Howard was the City Manager of Miami from 1981-1984. He broke ground as the city's first black city manager. While serving as his Director of the City of Miami's Parks and Recreation Department he taught me so much about finance, public administration and most importantly, how to remain "calm, cool and collected" in the heat of battle. There are friends; and, then, there are real friends. Howard Gary was a real friend. We both attended and graduated from Miami Northwestern Senior High School in the class of 1964. Years later our life paths crossed again and it was as if the years had not gone by. Warm, friendly, concerned and always cheerful. Howard Gary was a wonderful human being. Howard Gary was a major force in making Miami the multi-cultural, multi-racial center of South Florida and the Caribbean Basin. As a faculty member in the School of Public and Urban Affairs at Florida International University in Miami from 1980-2001, I wish others to know how much he he contributed to what we now understand to be the intersection between diversity management and urban administration. The theme of ASPA's annual conference in Miami (March 20-24, 2009) is "governance in the midst of diversity." That's what he did, and that's why we will remember him.

Gary. May you find comfort in knowing that your colleagues, coworkers, and friends share in your sorrow and offer their support and services, as needed, during your grief and bereavement. From our Christian teachings, we have come to realize that those of the faith who die no longer suffer from the physical pain, bodily dysfunction and health deterioration of this earthly life. Rather, through the love and redeeming grace of our Lord and Savior, Jesus Christ, Howard valiantly finished a journey that all of us have embarked. He has found true freedom from the disappointments, complexities and sorrows of this life. He has discovered safety, peace and healing beyond any measure for he has now joined the ancestors and soars like an eagle through the endless heavens. He has not left us, but merely has gone before us to reside in that house of many mansions and to meet our Heavenly Father for an eternal life of love, peace and joy. May his soul rest in peace!

The Howard Gary that I know from High School was a smart, kind, friendly, and honest person.
