Dean Rocky Franz, 61, of Lake Stevens, Washington passed away November 14, 2021.
He was born in Rapid City, South Dakota on Monday, April 4, 1960.
Dean graduated from Cedar Lake Academy and received a Bachelor of Science in Engineering from Walla Walla University. On Sunday, December 16, 1984, Dean married the love of his life, Debe and they had one child, Derek. Dean had a career in civil engineering and worked for Parsons, Tetra Tech and Perteet.
He was a proud member of American Society of Civil Engineers (ASCE) and the American Public Works Association (APWA), Rotary Club of Lake Stevens and the Snohomish County Committee to Improve Transportation (SCCIT). Dean had a passion for many things like photography, hiking, camping, serving others and practicing his faith.
He is survived by his loving wife, Debe; son, Derek (Christina); parents, Ken and Norma; sister, Julene (Andy) and nephew Mason. A service for Dean will be held Saturday, November 27, 2021 at 10:30am at Elim Lutheran Church in Lake Stevens, WA.

Lake Stevens Rotary Endowment Fund, providing scholarships to high school seniors. Dean was chair of the scholarship committee for many years. @lakestevensrotary
Cocoon House, an Everett non-profit providing housing & aid to at-risk youth. Dean supported Cocoon House in various ways and believed in their mission @cocoonhouse
Samaritan's Purse, an international humanitarian aid organization that Dean supported financially. @samaritanspurse
