Susan was a great person and a great public servant. She possessed an inner beauty and infinite kindness that bespoke a special character as well as strength of purpose.

I knew Susan in professional life through her service on the Zoning Board before which I appeared numerous times in the late 1980s and early- mid 1990s. Susan was always courteous to attorneys and an excellent listener and questioner. She took her public responsibilities very seriously but at the same time always bore a cheerful manner so you never felt ill at ease before her.

Beyond that, she was a person of merit, a deeply good soul, trustworthy and conscientious and the kind of individual you would want to know was in the often very sensitive position of having to weigh contrasting points of view and determine what was in the public interest regardless of whether you agreed or disagreed with any given decision. She was fair to all, and both as a public servant and an individual, embodied the best of our values of caring about others and the consequences of our actions.

Though we had not been in contact in many years, I will always remember her bright smile, warm manner, and thoughtful words. She was very special. Her family, friends and the citizens of Philadelphia were blessed by her life.

May her memory be for a blessing. Her good name and work endure. May her loved ones be comforted among the mourners of Zion and Jerusalem. I am privileged to have known her.
