He was born in Brawley, California, to Ciriaco Frando and Celia Frando on July 7, 1957. He grew up in Brawley, California and attended to local schools. He worked in home construction, landscaping and was exceptional in artwork and was a passionate football fan.
He was preceded in death by his father, Ciriaco Frando, and his mother, Celia Frando; brothers, Antonio Arroyo, Eliseo Arroyo, and his sister, Rosa Mireles. He is survived by his wife, Silvia Frando; brothers, Jesse (Yolanda) Arroyo, Carlos Frando and sister, Celia (Albert) Bazan; nieces, Carmen (Erik) Ocampo, Guadalupe (Albert) Zapata, Rosita (Jesus) Hernandez, Elisa (Jaime) Aguirre, Delia (Jesse) Alvarez, Sylvia Bazan, Elizabeth (Phil) Trowler, Melissa Bazan, Ana Maria Arroyo, Ruby Lopez, and Briana Frando; nephews, Jesse Arroyo, Jaime Arroyo, Marcos Arroyo, Carlos Frando Jr., Juan Maximiliano Frando, Mike Avon Jr., and Adrian Mireles.
Services will be held on Saturday, December 13, 2025, at Frye Chapel Mortuary in Brawley, CA, at 8 a.m. Followed by Mass at Sacred Heart Catholic Church in Brawley at 10 a.m. Burial will be at Riverview Cemetery after mass.

JR had the most kindness of heart. He was a gentle soul. His low tone voice made you feel welcoming and when he would smile his eyes made you feel calm and he was very artistic on paper, it was his gift. You are now in the arms of your dearest mom who he loved so tenderly. Rest in peace my friend for we shall meet one another once again.
