The last time I spoke with Mr. Westbrook, I was able to thank him for the opportunity he afforded me when he hired me in the early 80's. I value the many years we worked together for Milwaukee County. He was an important part of my life, and I will never forget him.

Mackie was a good administrator and a proud Scot. My father Ernest Norquist shared Mackie's love of Robert Burns Poetry. They were friends.
