Charles Hougland

March 1, 1936 - April 18, 2025

Winchester , Kentucky - Charles A. Hougland, 89, beloved husband of Lucinda Caywood Hougland, for 33 years, passed away Friday, April 18, 2025. He was born on March 1,1936 in Louisville, Ky, to the late Oscar and Betty Bouser Hougland. He attended Hickman Street School and graduated from Winchester High School in 1954. He was a member of the football and track teams and set the Central Kentucky Conference low hurdle record in 1953. He placed third in high and low hurdles in the State track meet in 1954.

He attended Speed Scientific School at the University of Louisville for one year and was a member of the undefeated U of L track team. He was appointed to the United States Naval Academy and graduated with the Class of 1959. He was the second graduate of the Naval Academy from Winchester since its founding in 1845, the first being Thomas Massie, class of 1927.

During his active duty, he served in the destroyer Barton, the submarine Tusk and as a naval intelligence analyst with the Defense Intelligence Agency in Washington, D. C. While at DIA, he attended law school at The George Washington University, graduating in 1968. He was a member of the Phi Alpha Delta legal fraternity.

He left active duty in 1967 and continued to work for DIA until 1971., when he joined the Office of General Counsel of Washington Gas Light Company in Washington, D.C. He retired from Washington Gas in 1993 with 22 years of service. During his tenure at Washington Gas, he served as President and Chairman of the Board of the Washington Gas Light Federal Credit Union for seven years.

He was designated a judge advocate in 1972. During his reserve career, he held numerous legal billets, including three commands. He retired in the rank of Captain in 1989.

After retirement to Winchester, he served on the Board of Directors of the Clark Regional Medical Center in Winchester for ten years, including two years as Board Chairman. He was a member of Army Navy Country Club, Idle Hour Country Club, Winchester Country Club, the Keeneland Club, the Lamplighters Club and a past member of the Rotary Club.

Surviving in addition to his wife; are his son Charles A. Hougland (Ligia), Jr. of Fairfax, Virginia; daughter Mary H. Padgett of Falls Church, Virginia; and five grandchildren, Nicholas and Juliana Hougland and William, Andrew and Christian Padgett.

Services will be Tuesday April, 22, at First Christian Church Winchester, Ky. at 1 p.m. with visitation from 11 a.m. until the hour of service. Pallbearers will be Lamp Lighters. Burial in Winchester Cemetery. Memoriams to First Christian Church Hickman Street, Winchester, Ky.
