James Randal "Randy" Hall of Morristown, passed away Saturday, Sept. 23, 2017 at Park West Hospital. He was the son of JP Hall, and the late Doris Hall. Randy attended Morristown-Hamblen High School East and graduated from Carson-Newman College.

Randy began his career working in the real estate market in Morristown briefly. Randy then worked in the banking industry in Morristown, Jefferson City, Dandridge, Knoxville, and Knoxville. He began his banking career at Farm Credit Services as an Assistant Manager and Loan Officer. Randy worked at the Bank of East Tennessee and Union Planter Bank of the Lakeway Area as Vice President-Commercial Lending, Senior Vice President-Chief Lending Officer, and Senior Vice-President-Senior Lending Officer. In 2001, Randy began a Regional Executive Officer/Senior Commercial Lending Officer with Citizens Bank, and was instrumental in the building and opening of the Morristown branch. Randy then worked with Clayton Bank and Trust in Knoxville as their Senior Vice President-Lending. He later worked served as the President and Chief Executive Officer at American Patriot Bank in Greeneville. Randy and long-time friend and co-worker, Carlos Wolfe, recently began working with SmartBank to open a branch in Morristown. Randy was employed by SmartBank as a Market Leader-Hamblen County. He was a certified Lender-Business Banker (CCLB) and continuing member of the Senior Lenders Forum of the Tennessee Bankers Association. Randy additionally served as a member of the Board of Director's and Directors' Loan Committee for American City Bank in Tullahoma, TN and the Bank of Camden, Camden, TN.

Randy was very active in the community in a variety of areas. He was a member of the First United Methodist Church of Morristown, and a long-time member of the Crusaders Sunday School Class. While working in Morristown, he was very active with the Morristown Area Chamber of Commerce as: Vice Chairman-Member Services Division; Vice Chairman-Public Affairs Division; Vice President-Business and Commerce Division; Vice President-Commercial Development Division, Vice President-Community Services Division; Board of Directors; Executive Committee; Industrial Marketing Committee; Christmas Parade Committee; Retail/Small Business Committee; Agri-Business Committee; Legislative Action Committee; Finance Committee; and Leadership Morristown Class of 2000. Randy was a member of the Hamblen County Board of Construction Appeals and the Hamblen County Adult Entertainment Board. He served the Central Morristown Partnership as Chairman of the Board of Directors, Vice Chairman of the Board of Directors, and Chairman of the Building Improvements Action Committee. Randy worked with the Youth Emergency Shelter in the capacity of Vice President, Board of Directors, and staff member. He served as Vice President of the East Tennessee Housing Coalition, and served on the Advisory Board at the Carson-Newman Department of Family and Consumer Sciences. Randy served on the Board of Directors for the Alzheimer's Lakeway Program and Girls, Incorporated. Randy also worked with the Hamblen County March of Dimes as County Chairman, and the Hamblen County American Red Cross Chapter on their Board of Directors.

Randy enjoyed being a member of the Kiwanis Club of Morristown. He was President of the Kiwanis Club in 1990-1991. He served on the Board of Directors from 1985-1988. Randy was selected as the 1986 Kiwanian of the Year Award. He greatly enjoyed working with the Key Club at Morristown Hamblen High School West mentoring many youth. He served as the Kiwanis International Zone Chairman to the Kentucky-Tennessee District of Key Club International, and received the honor Outstanding Kiwanis Advisor of the Year for the Kentucky-Tennessee District Key Club International in 1987 and 1993.

Randy was volunteer member of the Morristown Emergency and Rescue Squad Inc. until his passing. During his service to the Rescue Squad, he was instrumental in the development and implementation of the Emergency Communication Response Vehicle and the Emergency Communications Response Team. He also served on the Rescue Squad's Planning Committee and spent countless hours volunteering his time to improve not only the equipment and response capabilities of the agency, but also the infrastructure and member development programs.

Amateur Radio was one of Randy's many passions. He loved to engage in conversations with people, and Amateur Radio gave him the ability to talk around the world. His outgoing personality linked him many friends in far off places and this also Randy also wanted to help people in need. The Morristown Rescue asked Randy to spearhead the creation of a mobile communication van for the Lakeway Region. Randy recruited other local amateur radio members, and repurposed a retired Ambulance into a valuable regional resource that has seen service at several wild fires and water rescue calls. His spirit of compassion to help others was a central focus for Randy. He was a member of the Lakeway Amateur Radio Club.

Randy is survived by his wife of 37 years, Nancy; daughter, Lauren; sister Rhonda Bowen and husband, Steve; and two nephews, Preston Bowen and wife Victoria, and "Bubba" Bowen. He was blessed with a large extended family, too numerous list, that rallied around Randy during his brief medical battle.

Visitation will be at the First United Methodist Church of Morristown on Tuesday, September 26th, from 4:00 p.m. until the funeral service at 7:00 p.m. Reverends Walter Weikel and Doug Smith will officiate the service. Burial and grave side service will occur at 10:00 a.m. at Hamblen Memory Gardens on Wednesday, September 27th.

In lieu of flowers, contributions can be made to the Lauren Hall Graduate School fund at the TVA Employees Credit Union.
