Celia and I became friends working together on intergovernmental planning projects when she worked for Lane County and I worked for Lane Council of Governments. We formed a nice relationship and sometimes got together for lunch, even after we both retired. Celia was warm and compassionate and I always enjoyed connecting with her and appreciated her help on the work front. My heart is sad to hear of her passing.
