Charles Lockyer, Jr. Obituary

Published by Legacy Remembers on Dec. 26, 2024.
Charles (Chuck) Warren Lockyer, Jr., 80, of Gwynedd, PA, and formerly of Kensington, MD, died on December 9, 2024.

Chuck was born in Philadelphia, PA to Charles W. Lockyer and Mary Alice Underwood. The eldest boy of seven children, Chuck took his role as older brother seriously, providing guidance and advice (solicited and unsolicited) to his siblings.

In middle school, Chuck met the love of his life, Karen Damiani, though as he would often say, "it took her a few more years to feel the same way." He courted her patiently throughout high school and college, and they married in 1966.

An academic at heart, Chuck attended St. Joseph's Preparatory School and received his B.A. in Classical Languages from Fordham University, where he was inducted into Phi Beta Kappa. He went on to earn an M.A. and Ph.D. from Princeton University in Classical Languages. At Princeton he received a Woodrow Wilson Foundation fellowship and a German Academic Exchange Service fellowship, which allowed him to attend Princeton and spend a year at the University of Heidelberg in Germany tuition-free, a gift for which he was extremely grateful, and which inspired his life-long generosity to educational institutions.

Ever the pragmatist, after graduate school Chuck took a job as a credit analyst at Fidelity Bank in Philadelphia, where he quickly rose to become a Vice President heading up the bank's commercial credit operations. In 1980, he and Karen moved to Maryland with their three children and Chuck joined Pubco Corp., a holding company for printing companies and publishers founded by his father, as CFO and Treasurer. In 1984, Chuck moved to Perpetual American Bank where he successfully built their commercial lending business and helped grow Perpetual into the largest savings and loan in the Washington, D.C. area.

A lifelong learner, Chuck later enrolled at Georgetown Law School, graduating in 1996. In typical fashion, he completed his degree ahead of schedule and made it look easy. He joined the Washington, D.C. office of Fried, Frank, Harris, Shriver & Jacobson in their banking department, bringing his unique business perspective to his work as a corporate attorney. After twenty years of complaining about working with lawyers, the irony was lost on no one that he became one himself. In 2003, he and Karen moved to Dallas, Texas, where he served as Vice President and General Counsel at the Federal Home Loan Bank of Dallas until his retirement in 2012.

Chuck was a long-time member of the Society of Friends (Quaker) and believed strongly in serving others. Despite his demanding professional life, he made time to lend his expertise as a director on many non-profit boards over the years, including The Menninger Foundation, Jeanes Hospital, the Anna T. Jeanes Foundation, Sidwell Friends School, Foulkeways at Gwynedd and Temple University Health System. He provided thoughtful guidance to friends, family and colleagues whenever they sought his counsel, and he gave generously to charities he felt had a tangible impact on the lives of people and communities.

Chuck was preceded in death by Karen, his loving wife of 52 years, as well as two of his siblings. He is survived by his children, Charles W. Lockyer III (Kirsten) of Owings Mills, MD, Larissa Baker (Charles) of South Orange, NJ, Daphne Butas of Steamboat Springs, CO and the seven grandchildren he adored.

A memorial service will be held at 11:00 am on Saturday, January 11 at Abington Friends Meeting House, 520 Meetinghouse Road, Jenkintown, PA. Following the memorial service, friends and family are invited to a reception luncheon at The Lodge at Union League Liberty Hill, 800 Ridge Pike, Lafayette Hill, PA.

In lieu of flowers, donations can be made to the Foulkeways Assistance Fund foulkeways.org/charitable-giving/ways-to-give/.
