Charles "Carroll" Miller Jr.

Charles 'Carroll' Miller, Jr. CAMBRIDGE, MD - Charles "Carroll" Miller, Jr. Passed away peacefully at his home on Saturday, April 8, 2023. Carroll was born on September 8, 1932 in Baltimore, where he attended City College and graduated from the University of Md. He was President of Sigma Chi Fraternity during part of his time at UofM. He was in the Army from 1954 to 1956 and then became employed at Blue Cross for 25+ years where he held various positions. He developed the first Blue Cross HMO, The Freestate Health Plan and served as its CEO, until his retirement. He started the BCBS Federal Credit Union (Bucs) in 1970. He then became Director of the Assistance Center of Towson Churches and helped create the first homeless shelter in the Towson area. He was an Elder at Central Presbyterian Church in Baltimore. He and his family loved the mountains of Berkeley Springs, West Virginia where they purchased property. He moved to the Eastern Shore where he enjoyed gardening, crabbing, fishing, boating delivering meals on wheels and having his family there with him. He was a former member of the Cambridge Sail and Power Squadron and the Cambridge Yacht Club. Everyone that met him quickly became aware and possibly the victim of his wonderful wit and dry sense of humor and smile. He is survived by his beloved wife of 53 years, Kathleen Sweet Miller; his daughters, Carole Susan Harthausen and Linda Muse (Mike); and son, Charles Carroll, III (Sharron); and grandchildren, Bridget, Brendan, Amy, Joshua, Jennifer, Anna and Carroll, IV who preceded him in death; great grandchildren, Reid, Stella, Corbin, Wesley and Zachery; adopted family, Renee, Glenn and daughter, Jessie. His Celebration of Life will be at a later date.
