I only recently learned of David's passing. I attended WMA with David and I remember his kindness and wit so well. I have never figured out how he got away with skipping the Sunday parade so he could watch basketball!! My condolences to his family.

I admire Dave immensely for his compassion and dedication to others. His intellect was amazing. I will miss his smile and sense of humor. He leaves a very large void in the hearts of his PEB family, as I am sure he does for his wife, children, grandchildren and all of those he served. He represents the ultimate example of how we should all care for each other. I was out of the country when Dave died and I am very sorry I missed his memorial and funeral services. I am so proud to call Dave my friend and colleague.

I worked with Dr. Tapp whiling serving at the PEB. Dr. Tapp was anomalous. My motive to share my view, is two-fold. I'm saddened by this news, and you just don't see the qualities that this man had, in this day and age period. When I met Dr. Tapp, I saw someone who was out of the ordinary. I don't know if, it was the Cowboy tie, or the pleasant smile, or the quietness of a Sunday morning. I never talked to Dr. Tapp at length (wish I would have), but when we crossed paths, it was always a nice jester. He always would say, Hello Sarge! No matter my mind set, there was a calming effect when he spoke to me. How many people you know that talk to you have a calming effect? After reading Dr. Tapps obituary, it all makes sense. Dr. Tapp had countless qualities. He was man of integrity, honesty, servant leadership, grace, and most importantly a man of God. I will miss Dr. Tapp, but knowing you're in Heaven sir, just made me a bit calmer. God Bless the Family of Dr. Tapp.

I had the pleasure of knowing Dr. Tapp from his work with the PEB. I will remember him most for being kind - to me, and also to the many Soldiers with whom he interacted during a stressful time in their lives. He had such a gentle way about him that I truly admired. As a Reserve Officer I came back and forth on mobilization tours to the PEB and on a few occasions I got to sit next to Dr. Tapp, which I enjoyed. His kind, spirit made me feel comfortable and he was always willing to help. I loved to laugh with Dr. Tapp. His quiet demeanor followed up by his hearty laugh always caught me off guard and made me laugh more. He was a joy to be around. To the family, you are in my thoughts and prayers. LTC Angelia Ward
