Elizabeth "Liz" Dorothea Hoover passed away Sunday, December 23, 2018 at her home, she was 31. "Liz" was born in Concord, Massachusetts and resided in Baton Rouge. She worked for the Department of Public Safety as an Administrative Program Manager. She is survived by her husband, Arthur M. Hoover IV; mother, Linda Foss Ecker; and a brother, James Ecker. She was preceded in death by her father, Joseph James Paul Ecker. She was a member of Walker Church of Christ, loved baking, crafting, watching movies, her dogs; Buddy and Sadie and cats; Winston and Bandit, her career, coworkers, friends and Family. There will be a private family memorial service. In lieu of flowers, she wanted people to send donations to the American Cancer Society.

Thank you all for the kindness you've shared for Liz and I. For everything you all have done for us, here, in the DPS, friends, family, and personally, I am and will always be deeply grateful and I know she would be too. I am also absolutely grateful that I had Liz in my life. I would not trade the time I had with her for anything. Words just can't describe how wonderful sharing each and every day with her was. She truly was a bright ray of happiness to everyone around her. I am not exaggerating when I say she was the most loved person that I have ever known. That was something that I always admired about her. Honestly, in my mind it's hard to tell why a woman like her stuck so hard to me. It still makes me happy to think about it. I wish things had turned out differently but life just happens sometimes. If anyone is worried or wondering about me, I'm doing very well, and genuinely I hope you all are too.

Liz was an amazing young woman, friendly to all she met, a highly skilled staff member, sunny and positive. She loved dressing up for Halloween and bringing her baked goodies to the office for us to enjoy. If you didn't know her, you missed out on having a great person in your life. My dearest Liz, such a beauty inside and out. An incredibly selfless woman of God that I will never forget. She helped my family so much after the 2016 flood, I was very pregnant and very sick and she was there for me, like she always has been since I met her over a decade ago.

Tiger, my best friend from high school, I'm so happy that I introduced you to her, and her to you. Y'all make a beautiful couple. So privileged to know both of you. Love you always.

She always made everyone feel special and loved. My babies will always remember the sweet puppy you&Liz held to give them a "Santa Gift". I had the honor of having Liz as my best friend. She was an amazingly giving person with a kind heart. My life greatly benefited from her being in it. I can honestly say she has gotten me through some of the hardest times of my life and I will be forever grateful for having known her and having loved her. The world is a little darker with the loss of her bright spirit.
