Mr. Cortez and I had a warm relationship based on his love of fishing. We would talk several times a year about his fishing trips to the base in Galveston with one or more of his children. Men like him are few and I am proud to have known him and, through our conversations, each of you. My sincere sympathy on the loss of your beloved.
