Frank and I went back many years, from his IAFF days to the RI AFLCIO, to his serving on the board of Blue Cross & Blue Shield of RI.
His devotion to his many members of organized labor is unsurpassed. He will be missed by everyone.

When I was a young president of the Providence Firefighters'Union, he took me under his wing and showed me the way. My deepest condolences to Madeline and the entire Montanaro family on the passing of Frank. I served with Frank on the RI State Labor Relations Board for 10 years, negotiated and arbitrated over a dozen labor contracts across the table from him and relentlessly followed his every step for 20 years as he advocated for "his boys" at the Statehouse. He was the consummate advocate for the IAFF and the AFL-CIO and while I opposed much of what he stood for, I admired and respected him more than any other lobbyist I've ever known.
Frank was a lion on behalf of those he represented. He will be forever missed by all who knew him!
