BEESLEY Ambassador J. Alan, O.C, Q.C.Died peacefully with family at his side in Victoria on Thursday, January 22. Born in Smithers, B.C. on August 17, 1927, he had a long and distinguished career in the Canadian foreign service including serving as Canada's first Ambassador for Disarmament, New York 1980 - 1982, Canada's High Commissioner to Australia, Papua New Guinea, the Solomon Islands and Vanuatu 1977 - 1980, Canada's Ambassador to Austria, the International Atomic Energy Agency (IAEA) and UNIDO 1973 - 1976, Ambassador to the United Nations in Geneva and GATT 1983 - 1987 and Assistant Under-Secretary and Legal Advisor to External Affairs from 1972 - 1973. He served as Ambassador for Marine Conservation and Special Environmental Advisor to Canada's Foreign Minister 1989 - 1991. From 1967 - 1983 as Ambassador to the Law of the Sea Conference, Canadian Head of Delegation, and Chair of the Conference Drafting Committee, Ambassador Beesley was instrumental in shaping the Law of the Sea Convention. Alan Beesley was the Canadian delegate to the Legal Committee of the Stockholm Environmental Conference in 1972 and throughout his career was deeply committed to protecting the Environment and promoting peace. Over his 35 year career he was involved in many of the major bilateral and multilateral negotiations that characterized the later half of the twentieth century helping to establish treaties on an enormous range of subject including - Disarmament; Outer Space; the Law of the Atmosphere; the Law of the Sea; Aerial Hijacking; International Trade; the International Atomic Energy Agency (IAEA) Peaceful Nuclear Regime; Environmental Law; Human Rights Law; the Law of the Arctic; Humanitarian Law and the Laws of War; Climate Change; Aboriginal Law; Refugee Law; and International Crimes. He was also an active Human Rights Advocate in the World Health Organization (on apartheid), led the delegation that negotiated the anti-hijacking agreement with Cuba and was on the Board of Directors of the Sierra Legal Defense Fund. In 1987 he took a years' sabbatical as a visiting professor at the University of British Columbia Law School. He practiced law at Crease and Company in Victoria, prior to joining the Foreign Service in 1956 where his first posting was to Israel. He studied law at the University of British Colombia receiving his LLB with the class of 1950. Over the years he received many medals and honours including the Order of Canada in 1984 for his extensive work on the Law of the Sea and the Environment; the Prime Minister's Outstanding Public Service Award in 1983, Commemorative Medal for the Golden Jubilee of Her Majesty Queen Elizabeth II 2002, the Admiral's Medal for Contributions to Canadian Maritime Affairs 1993, the United Nations Association of Canada Medal of Honour 1995, and the Red Cross's Henry Dunant Award; the Freie und Hansestadt Hamburg Medal; the Human Rights Medal of Honour, Vancouver Island Human Rights Coalition 1998. He was appointed Queen's Counsel in 1974 and served as a member of the International Law Commission from 1986 - 1991 and received an Honorary Doctor of Environmental Studies from the University of Waterloo, and an Honorary Doctor of Laws from Dalhousie University. He is survived by his wife of six years Ruth Lechner Beesley. He is predeceased by his wife of thirty-seven years, Margaret Ruth Beesley (nee Stevens), who is the mother of his two children Terry Beesley Phipps and S. Alan Beesley. He is also survived by his grandchildren Robin Anne Phipps and Howard Alan Phipps. He was known for his wonderful sense of humor and was a loving father. He will be greatly missed by all whose lives he touched. His funeral service will be Saturday, January 31 at 2 pm at Sands Funeral Home, 1803 Quadra Street, Victoria, British Columbia. In lieu of flowers, donations to the University of British Columbia Archives, Vancouver, BC would be greatly appreciated.

The last time I saw my Uncle Alan and his wife Ruth, was 5 years ago at his older brother, Bernard Beesley's funeral in Kamloops, B.C. Bernard was my dad. I am one of 7 siblings and Uncle Alan was one of 5 siblings. He had a younger brother Terry who died in WWII, a sister Noreen, who died several years ago, and a younger sister, Liz, who died last year. He was a great man, Uncle Alan. My Mom, Marguerite Beesley and some of my siblings stay in close touch with Alan Beesley (Butch), especially my younger sister Kathleen. When Terry lived in Vancouver with her family, my siblings and I again had great family get-togethers with her and Butch.

I was unable to attend the funeral but there was a mob of Beesley relatives who did. My thoughts and prayers are with Ruth, Butch and Terry at this sad time. I will always remember the twinkle in his eye and his kind words to everyone.

Dear Terry and Butch,

Ambassador Beesley will remain one of my favourite people in this world. He did a lot of good.

I remember how much he loved his children, and how frustrated he was by having to travel so frequently.

I will also remember his laughter, and how he livened up every party he ever attended!

My thoughts are with you in this time of sorrow, and I wish to express my deepest sympathy. I was his secretary at the Canadian Permanent Mission to the U.N. in Geneva and what comes to mind is being quite impressed with Mr. Beesley's phenominal memory: he could quote lines from his 12 bulky black binders of speeches delivered at previous conferences!

There are many things worth mentioning about YellowPoint Lodge......you can expect the same rustic ambience, same daily menus, and the same people during the same time period every year. Alan Beesley was one of those people that you could count on visiting in the last week of July with his sense of humor and barely audible laugh. He kept an eye on all of us and always kept us in the loop of the guest gossip....Thanks for the memories and friendship. From the Girls in Three Oaks cabin.

Dear Ruth -- My sincere condolences to you. Alan's poolside, witty, stories will definitely be missed at Yellow Point Lodge. Our group from Three Oaks always enjoyed talking with him and it was an inspiration to watch the two of you swim in the pool, no matter how cold! Having just read of Alan's long list of awards and accolades, I see that he was also a very humble man - I had no idea of all that he had accomplished.
