I knew Joe when I was a child. He was an outstanding member of the community who always wanted to help in some fashion. He was a true leader who did not wait for things to happen. He made them happen. I grew up with Jason and my daughter with his grandchild, Carson. Joe will be missed. Sending deepest condolences to the Frank family and friends.

My mom, Anne Joyner, worked with Joe for, as he said at her retirement party, "more years than either of us care to remember." Jane Susan always referred to Mom as Joe's "work wife" and Mom enjoyed teasing him about that.
Joe has been part of our extended family since I was a little kid. Even though it's been over 20 years since Mom retired, he still called me once or twice a year just to check in. I will certainly miss hearing, "Hello Kim. Joe Frank here."
My thoughts and prayers are with the family. Those of us who were blessed to know and love Joe send that love to you as well.

I remember Joe at Newport News High School, always upbeat and friendly to everyone. Not surprised to read of his accomplishments. Condolences to his family; what a role model!

Dear Frank Family:
Take emotional comfort in knowing that you had two very kind, generous and special parents. Their "outstanding legacy" will continue to live on in you and all those who knew and loved them. As kindred spirits, they are together again forever...
With heartfelt sympathy over your loss,

Just wanted to express our sadness and condolences. We are so happy that we got to know Joe when we moved to Newport News back in 1993. He was truly and wonderful man and has certainly left an impressive legacy. He will truly be missed by so many!

Joe was destined to be the great person he became and it was always evident to those around him as kids, boy scouts, when we competed etc. The pull to simply get rich and not commit to public service must have always been strong for a young man who grew up as we did. He deserves a book and to be remembered as a success for Newport News and Virginia in its time.

I interviewed Joe as an AP reporter/radio journalist in the 1990s. I remember his kindness, grace, knowledge & respect so well. He was among my top 5 best interviews. The city has lost a true legend, but gained so much from his public service. God's blessings be with you Joe, and your family. See you again when it's my turn.

The Klesmer Family lived on the same block, across the street from the Frank family, in a Christopher Shores neighborhood. I have fond memories of the Frank Family, Last I ran into Joe and Susan on a visit to Virginia a few years ago, it was exciting to see them and hear about Joe´s legendary life. May Joe´s and Susan´s memory be for a blessing.
