Joe Allen Luper Sr. was born on February 26, 1936, in Johnson, Arkansas, and he passed away at his home in Woodburn, Oregon on March 20, 2024, at the age of 88.

Joe was a hardworking man who had a fulfilling career. He worked at several places throughout his life, including Parker Northwest Paving, Crown Zellerbach, and Mac & Bob Rentals. He was also the proud owner of American Underground Construction for 31 years. Joe was a former Molalla City Councilor and a past member of the Molalla Jaycees.

Joe cherished his family above all else. He was preceded in death by his wife of 55 years, Jacquie Luper, whom he held dear. He is survived by his sister Anne Moyes, brothers Kenneth Luper and James Howard Luper, by his loving wife, Frances Luper, and children: Sheryl Luper, Joe Luper Jr, Lorzel Waltner, and Clayton Luper. He was a cherished grandfather to Breanna Luper, Katelyn Feil, Brynn Peterson, Colton Waltner, Jackson Luper, Corinne Boettcher, Ian Luper, Kiersten Luper, Lindsey Luper, and great-grandchildren Emory Flynn and Lainey Feil.

In his free time, Joe enjoyed gardening and spending quality time with his grandchildren and great-grandchildren. He found fulfillment in his work but always made time for his loved ones.

A Celebration of Life service will be held on May 11th at 1 pm at SW Church of Christ, 9725 SW Durham Rd., Tigard, Oregon. Joe was a member of the Molalla Church of Christ.

Joe's memory will live on in the hearts of those he touched. He will be deeply missed by all who knew him.

Joe was always encouraging me being the Outreach Minister at Southwest. He liked giving pats on the back but didn't like taking them. He always said this church would die without your work Dan. He saw me as a working hard in the Lord which was way too much of a compliment.
