He was born in Lowell, Jan. 23, 1941, the son of the late John P. and Elizabeth (Breen) Emerson. He graduated from Chelmsford High School in 1959, and resided in the North Chelmsford section of town. He received an associate's degree in public health with Bunker Hill Community College in Charlestown in 1979.
He served with the Air Force and was honorably discharged in April of 1963.
In his earlier years, he worked as a bricklayer for many contractors belonging to the Lowell Bricklayers Union Local 31.
Mr. Emerson was employed with the Town of Chelmsford as assistant director to the Board of Health and also had been chairman of the Sewer Commission. Mr. Emerson was a Chelmsford selectman from 1982 to 1986 serving as chairman in 1985 and 1986. Since 1989, he served as a Town Meeting representative. He has also served on the Chelmsford Center Industrial Sewer District Commission, Chelmsford Dog Pound Committee, Lowell Regional Transit Authority, Board of Registers from 1964 to 1970, Catholic Charities, Good Friends, Inc., and the Board of Advisors to Camp Paul in Chelmsford.
He was a member of the Chelmsford Lodge of Elks, Chelmsford's Democratic Town Committee, and was an avid golfer belonging to Mount Pleasant Golf Club in Lowell.
Mr. Emerson received numerous awards, among them, Chelmsford High School Hall of Fame, New England Water Environmental Award, National and State Awards for Waste Water Management, and Greater Lowell Area Distinguished Democrat Award on Oct. 30.
He was a communicant of St. John the Evangelist Church of North Chelmsford.
Besides his loving wife, Margaret, he is survived by a daughter, Briana Elizabeth Emerson of Chelmsford; two brothers, George R. "Packy" Emerson of Tyngsboro, Dennis M. Emerson of Nashua; a sister and brother-in-law, Ellen F. Emerson-Bates and John Bates of Raleigh, N.C.
He also leaves three brothers-in-law and their wives, Ronald and Maureen Minion of Rochester, N.H., Donald and Sandra Minion of Haverhill, and Conrad and Patricia Stone of Chelmsford; and many nieces, nephews, and cousins.
He was also the brother of Charles Emerson of Lowell, who died April 1978.

Dear Emerson Family,
Jack was a great person. It was always fun when he would play golf with my father, brother and I. Jack would crack jokes and sing. He was truly one of those people that could brighten your day. I will miss him. My thoughts and prayers are with you.

I was saddened to go online to my hometown newspaper and find that an old friend since 1st grade in Lowell had passed on. Johnny was a great guy to know and hang around when younger and he was one tough dude. I would like to send my respects to the Emerson family. We who knew him in Lowell and Chelmsford did lose a great friend. Sorry that he's gone.

I am so very sorry for your loss. What a terrific guy Johnny was. When I heard the news, I really felt so bad. It dawned on me that he is one of those people who I can say I truly knew my whole life! Growing up next to the house he grew up in - and knowing the entire Emerson family and how wonderful they all are - was certainly a blessing.
I ran into him at Skip's a few times over the last few years and he always had that great smile on his face. He will be missed!
