He was born in Boston on January 12, 1940, the son of Joseph L. and Marilyn V. (Insley) Banks Sr. He graduated from Stoughton High School.
Joseph served in the US Navy for over 26 years prior to his honorable discharge.
Most recently, he had been employed by the U.S. Defense Logistics Agency.
He was an avid sports fan, particularly of both American and European football. Since retirement, he and his wife had resided in Ireland and will be greatly missed by all who knew him.
Family members include his wife with whom he has been with since 1963, Martha "Myra" Banks of Manchester; his children, Cathy Lake and husband Peter of Gloucester, Joseph L. Banks III and wife Lorette of Manchester, Dana Banks of Manchester; grandchildren, Keleigh, Dillon, and Jenna; his brothers David and Timothy Banks; many nephews, nieces, aunts, uncles and cousins.
A Mass of Christian burial was celebrated on Monday, February 10, 2014 in St. Anthony of Padua Church.
In lieu of flowers, the family has requested that donations be made in his memory to the American Heart Association, 2 Wall St, Manchester, NH 03101.

We were deeply saddened to hear of the passing of our Association member and friend, Joe Banks. I'm sure I write on behalf of all of Joe's old friends in the U.S. Navcommsta Londonderry Alumni Association (www.navcommsta-londonderry.freeservers.com) when I write that he will be greatly missed and fondly remembered by all who called him friend "back-in-the-day" at the U.S. Navy Base in Derry, Northern Ireland - 1963-1965. Brother Lenny and I were friends and neighbors of Joe's in Stoughton, MA. We shared some great teen-age times together. Will never forget those softball games we played after school nor the girls we "chased". May God rest his soul.
