I just found out of Joe's return to God this hour, 2200 on 20 October. Joe inserted himself midway into my long career at the US DOT and provided helpful guidance to me. His humor, directness and loving guidance made its mark on me, then he set me free to a renewed and better run. That was his way. The world is less without such leadership. I mourn him, yet assure his loving family he is well received by the God of our Father's. Hoe herd these words... well done good and faithful servant.

It was an honor to have been able to know Joe. He was truly the best man I have ever met in my life. He always made me feel like I was a part of the family and like we had always been around no matter how long it was between visits. He will be missed greatly by many, I am sure you know, but I can not express the impact Joe had on both my and Jasons lives. Truly a great great man! We love you all like family!

Joe was a most cheerful, delightful story-telling presence at gatherings with his family in Nova Scotia. His fondness for St. Francis Xavier University was evident in his good memories of his student years, which he talked about with enthusiasm, and in his ongoing contributions to the University. I wish the whole family much peace and renewed strength, after the years of watching him suffer.

Here is my favorite Joe story. His sister and I were living in Austin Texas but spending a lot of time in D.C. When Maggie (Marguerite) and Joe's schedule overlapped, we would get together in D.C. for drinks and dinner. On one such occasion, we dined at Le Chimere and ran into friends that Maggie and Joe had not seen in years, so the evening did not end until close to midnight. Joe said he would take the metro back to his hotel in DuPont Circle. Maggie insisted on making sure her brother arrived safely and volunteered to accompany him. At the time, I was 65, Maggie weighed 110 pounds soaking wet, and Joe was built like a linebacker; but Maggie believed that he needed our protection. After dropping Joe off, Maggie and I returned to the downtown area on a train full of dubious characters and had to walk the final four blocks on the street because someone had been murdered and police had cordoned off the area. After sprinting the last block to the Hyatt, I suggested to Maggie that everyone would have been safer if her brother had escorted us to our hotel before returning to his hotel. Her response: That's ridiculous. He's my younger brother. It's my responsibility to look after him. Besides, there were two of us and only one of him! When I shared the story with Joe the next day, he couldn't stop laughing; but I think he was secretly pleased that his oldest sister was still looking out for him.

Dear Fran and McGann family,
I was talking to Nate the other day about his own father's passing. I told him that someone told me not to worry, God would place people in my boy's lives to help them and us along the way. Nate said like Joe McGann. I am sure that We are not the only family to feel blessed to have had Joe in our lives. God Bless the entire McGann family. I am so sorry about the loss of such a great man. I had the pleasure of working for Joe McGann at the DOT building in DC while being contracted to the the RMMS program through the Volpe Center. He was always so pleasant. One of my funniest memories was when I was tracking his budget for him and I called & left a voicemail saying Hi Joe, you are going to be out of money soon and you might want to call Guido. I went to lunch and came back to a voicemail from Joe saying in a low raspy voice this Guido and you will get some more money! I will always treasure Joe's whitty humor and his kindness. He fought a tough battle with dignity. He was so kind to call and cheer me up while I was going through my own cancer battle but that was the kind of person he was, always trying to make others feel better. God Bless You Joe and may you Rest In Peace.

I am sorry to hear this news. Although I haven't seen Joe for about 20 years, I have many fond memories. I would cherish the sight of him coming down the TSC corridor toward me as his infectious smile would begin to form and I knew I was in for either a joke or some prank to be played on me; to which I would of course respond in kind. Fran and family, I can imagine your grief in dealing with this loss...I too will miss him greatly. Joey (I will always call him by his childhood name) was one of my most favorite cousins. When the family would come down to Peggotty Beach (long before the days of the Riverbend), I was always amazed that Joey took the time to talk to me. My own brother, the same age as Joe, barely acknowledged my existence at that point in time. Yet Joey took the time to talk to me, ask me about my day. I always remember that Joey made me feel seen, and valued. I think that was exceptional trait for a 16 year old talking to a 9 year old! And he continued to make me feel that way every time we connected over the years. I will miss him.
