Lisa L. Hall, a pioneer in impact investing, passed away on March 15, 2025, at her home in the Woodley Park neighborhood of Washington, DC, surrounded by the love of family and friends. Until the end of her life, Lisa remained dedicated to justice and social equity, serving on boards, mentoring, publishing, advocating for colorectal cancer research and treatment, and advancing education and housing initiatives locally and globally. In her final weeks, she embraced her lifelong passion for travel one last time with a trip to the beach.

For over thirty years, Lisa was a leader in impact investing and philanthropy, shaping strategies that improved countless lives. She began her career in finance at Chemical Bank, T. Rowe Price, and Travelers Insurance, honing her expertise in research analytics and investments. Her transition to the nonprofit sector at Enterprise marked the beginning of her life's work-guiding organizations to make financially sound investments that benefited communities.

Born on March 30, 1965, Lisa was the second of two daughters of Sampson Green, Jr., a social worker and civil rights activist, and Lorraine Green, a home economics teacher and educator. Raised in Baltimore, she was christened at Trinity Presbyterian Church and pursued dance and piano at the Peabody Conservatory. She graduated from Roland Park Country School before earning a Bachelor of Science in Economics from the Wharton School at the University of Pennsylvania in 1987. She later obtained a Master's in Business Administration from Harvard Business School in 1993.

Following graduate school, Lisa returned to Baltimore, where she contributed to civic life and began working at Enterprise. In 1997, she joined Fannie Mae in Washington, DC, and by 1999, she was serving as a Senior Policy Advisor for the National Economic Council in the Clinton Administration. There, she played a key role in advancing legislation that created the New Markets Tax Credit program, which encouraged investment in underserved neighborhoods and led to the development of hundreds of affordable housing units across the United States.

That same year, Lisa met Randolph "Randy" Hall at a card party in Baltimore. After a brief courtship, they married in 2001 and welcomed their daughter Leah in 2004. Lisa and Randy shared nearly fifteen years of marriage until his passing in 2017. Leah and Randy were the greatest sources of joy in Lisa's life.

Lisa's career continued to flourish as she returned to Fannie Mae as Chief of Staff to the Vice Chair, overseeing legal, human resources, and housing community development initiatives. In 2004, she joined Calvert Impact Capital (formerly Calvert Foundation), eventually becoming its President and CEO in 2010. Under her leadership, Calvert doubled its loans to community development organizations and launched the Women Investing in Women Initiative (WIN-WIN), which connected women investors with women-led enterprises worldwide.

Lisa later became a Managing Director at Anthos Fund & Asset Management (AFAM) in Amsterdam, where she spearheaded the firm's impact investing portfolio. In 2016, she returned to the U.S., settling on the Chesapeake Bay to care for Randy during his battle with colorectal cancer.

Upon returning from Amsterdam, Lisa served as a Fellow in Residence and Professor of Practice at Georgetown University's Beeck Center for Social Impact and Innovation, where she led research on Fair Finance. Most recently, she was the Impact Chair at Apollo Global Management, helping to launch the firm's impact strategy.

Lisa's influence extended beyond her professional roles; she was an active board member, speaker, and author. At the time of her passing, she served on the boards of the Natural Resources Defense Council, Strategic Investment Group, and the Community Development Trust. She had previously contributed to numerous organizations, including Habitat for Humanity (2017–2024), St. Ambrose Housing Aid Center, Citizens Planning and Housing Association, Elsie Whitlow Stokes Public Charter School, Edmund Burke School, Nonprofit Finance Fund, City First Enterprises, Tides Network, Impact Assets, Toniic Institute, Fashion for Good Fund, and CultureDC. In 2024, she was named a member of the Council on Foreign Relations.

Lisa also played an instrumental role in financial governance as a member of investment committees for organizations such as the Nathan Cummings Foundation and OneMain Financial. She was part of City First Bank's leadership during its merger with Broadway Federal Bank, which created the largest Black-owned and led bank in the United States. Additionally, President Barack Obama appointed her to the Advisory Board of the Community Development Financial Institutions Fund.

Her contributions to thought leadership included co-authoring *Great Expectations* with the Wharton Social Impact Initiative and co-editing *Social Impact, Economic Justice, and Racial Equity*, a 2023 publication by the American Bar Association that provided investment strategies for economic justice. She also co-led *More than Measurement*, a guide on impact management published with Bridges Impact+.

Diagnosed with stage 4 colon cancer in 2021, Lisa sought treatment at Georgetown University's Lombardi Comprehensive Cancer Center. She deeply appreciated both traditional medical care and integrative therapies such as acupuncture and naturopathy. She became an advocate within the cancer community as a member of the Stakeholder Advisory Board for THRIVE (Tracking Health and Responses to Living with Cancer) and actively participated in symposiums hosted by the Ruesch Center for Gastrointestinal Cancers. She also benefited from Hope Connections programs for cancer patients and survivors.

Lisa was preceded in death by her husband Randolph "Randy" Hall; her parents Sampson Green Jr. and Lorraine Green; and her sister Cynthia Green Warren. She is survived by her daughter Leah Michele Hall; niece Alice Warren and her husband Matthew La Bolle of Washington, DC; goddaughters Katherine Hall and Kaamila Jackson; and godson Nicholas Hall.

A memorial service will be held at a future date. Memorial donations may be made to Habitat for Humanity, the Humane Rescue Alliance, District of Columbia Animal Care, or a charity of choice.

I am deeply saddened by the passing of my friend Lisa Hall. She was a remarkable, down-to-earth woman whose warmth, integrity, and generous spirit touched so many. Her groundbreaking work in impact investing changed lives and leaves a lasting legacy. I had the pleasure of meeting her while ahead was with Calvert and doing a deal with her while she was at Anthos. My heartfelt condolences go out to her family-may you find comfort in the love she shared and the difference she made in the world. She will be truly missed.

I am so sad to learn of Lisa's passing. We went to high school together at RPCS and then reconnected many years later in the impact investing field. Lisa was such an inspirational force and compassionate friend. I will sorely miss her personally. And the impact investing field has lost one of its brightest lights and most impressive leaders.

I met Lisa when I did some due diligence consulting work for Calvert around 2006 and 2007. When I was board chair at DC Habitat for Humanity, Lisa supported our application for a low-interest loan to aid our new build site. She was a wonderful person. It was great to see that she later joined the board of Habitat for Humanity International, where I´m sure she was a huge asset to its mission and warm, empathetic heart that was in line with Habitat´s approach.
