Allenhurst - Norma Jean Rubano Hazley, a devoted mother, grandmother, sister, cousin, aunt, and lifelong educator, passed away peacefully on December 30, 2024, in Stuart, Florida. She was 94 years old.

Born on December 29, 1930, in Jersey City, New Jersey, to Dora (Andriola) and Bernard Rubano, Norma's life was a testament to her unwavering dedication to education, family, and her faith. She began her career as a legal secretary but soon discovered her true calling in the field of special education. Over the years, she served as a Learning Disability Teacher Consultant, Supervisor of Special Education, and Director of Special Services, earning respect and admiration for her leadership and vision.

Norma's contributions to special education were pioneering and enduring. She authored the first federal grant establishing a preschool program for children with disabilities in Jersey City-a program that continues to serve the community today. She also spearheaded "Project Child Find," an initiative that identified preschoolers with learning challenges and provided them with essential services and resources.

Above all else, Norma's heart was with her family. She raised her three sons-William, Donald, and Joseph-with steadfast love, and instilled in them values of perseverance and tradition. As a grandmother to Ryan and Zachary, she found immense joy in their lives and cherished every moment spent with them.

In retirement, Norma enjoyed the serenity of Allenhurst, New Jersey, where she spent peaceful days on her front porch and was a long-time member of The Allenhurst Beach Club. Later in life, she moved to Stuart, Florida, where she treasured "endless summers" with family and afternoons swimming.

Norma is survived by her sons William Hazley; Donald Hazley (Kim); and Joseph Hazley (Theresa); her sister Geraldine Racaniello; and her grandchildren Ryan Daugherty (John) and Zachary Hazley. She was predeceased by her sisters Carmela Giannasio, Rosanna Heckman, and Eleanor Palma.

A memorial mass will be held on Saturday, June 7, 2025, at St. Mary of the Assumption Roman Catholic Church in Deal, New Jersey. A celebration of life gathering will follow.

In lieu of flowers, donations may be made in Norma's memory to Treasure Coast Hospice at Mayes Center (www.treasurehealth.org/292/Donate). May her legacy of love and service bring comfort to those who knew her.

Sending sincere condolences to the Hazley Family. I´ll always remember Norma sitting beside the pool or north deck at ABC with her dear sister chatting away. She was such a sweet and wonderful woman. Her contributions to the world of Special Education are revolutionary, I am blessed to have known her. May Norma rest in eternal peace and her memory always be a blessing.
