Norma Whitby changed my life. Through her and the RHA/City of Rockford's "Project Self-Sufficiency," I gained confidence and learned to love and believe in myself and pass that along to my son. Thank you, Ms Norma...you have my eternal love and respect. To your family....thank you for sharing your mom with so many of us who gained so much from knowing her. Rest in Peace, Norma.

There is only one Norma Whitby, only one! She is a woman of great respect and admired by all who know her. Mother is a counselor to me, encourager, confidante, positive in her approach, and wise in her advisement. She loves unconditionally. I want to thank all of the family who allowed Mother over these many years to be called just that "MOTHER". Thank you for sharing her with all of us. I speak in present tense because in my spirit, with our Spirit connection, she IS! The Latchison Family send our love, prayers, and condolences perpetually! Bless you ALL!

I have loved Mrs Norma Whitby for years. Her parents and family have been so special to me and my family. When I needed advise it was to her I went, she never failed to point me to Jesus Christ. Every time I came to Rockford my visit was not complete until I saw and talked with her. This lady was truly special and loved by many. To the family,
My heart & prayers go out to you all. Norma was one of a kind. Very, very, very special lady. She has always remained a very dear friend to my mom (Jeanette Robinson) my dad & entire family for many, many years to present. There are so many words that I could use to describe her. (All good) But I would run out of room to write. She was one of the most loving, giving, forgiving, caring and supportive people you will ever meet. My mom met her when she worked at Rockford Housing Authority. Ms Norma will be greatly missed!
