LTC (Lieutenant Colonel) Paul James Rouleau, 67, of Clinton, beloved husband of Susan Dearborn, passed away Wednesday evening January 6th, 2021 at Yale New Haven Hospital after a courageous battle with cancer. Paul was born in Providence, R.I. son of the late Raymond Rouleau and Margaret (Shea) Rouleau. He grew up and resided in New Britain for almost 50 years before moving to Clinton with his wife Susan. Paul started his 41 year career with the Department of Mental Health and Addiction Services as a Mental Health Worker and then as a social worker and finally the Unit Director of Battell North 4 at Connecticut Valley Hospital. Paul had 30 years of military service. He started as a member of the Army stationed in Oklahoma & Germany, then as part of the 142nd Medical Company in Operation Desert Storm and Iraqi Freedom. He was a member of the Connecticut National Guard retiring with the rank of Lieutenant Colonel. During this time he and his wife were Union Delegates for 1199. He continued pursuing higher education and received his Associates Degree from Tunxis, his Bachelors from Central and his Masters (MSW) from UCONN. Throughout both his professional and military careers he dedicated his time to various Veterans organizations including the Franco-American War Veterans Post 26 in New Britain and was the representative to the New Britain Veterans Council where he was selected Man of the Year in 2008. In addition he enjoyed working with children as a mentor and advisor to the Middlesex County 4-H program and was a 4-H director for the Association of Connecticut Fairs. He was extremely proud to be on the scholarship committee chair for both the Franco-American War Veterans and the Association of Connecticut Fairs. Paul gave back to his community in a multitude of different ways too numerous to list. One of his areas of expertise was representing patients with criminal forensic needs as forensic monitor. He also worked as a social worker at Elmcrest and the Emergency Department at St. Francis and St. Mary's. His compassion, empathy and care for others truly showed in all phases of his life and displayed to all patients, their families and co-workers what an amazing soul he has. Besides his wife Susan, Paul is survived by a son and two daughters. His son Chris Rouleau and wife Shelly Nolan and granddaughter Audrey of Portland, his daughter Kathleen Downey and husband Mike and twin grandchildren Mike and Maryn of Newington, and youngest daughter Elizabeth Anderson and her husband Gregg, grandsons Jacob and Zachary of Wethersfield, a stepdaughter, Monica Wilson of Clinton and her husband Daniel and step-grandchildren Alex and Julia, a stepson, Erik Colón of Clinton, and his two brothers, Fr. Francis Rouleau of Port-au-Prince, Raymond "Buddy" Rouleau of Hannawa Falls, NY. A Funeral Liturgy was held on Tuesday January 12th at 10 a.m. at Saint Francis of Assisi Church, Elm Street Middletown. Burial, with military honors was at the State Veterans' Cemetery. I was so sad to hear of Paul’s passing. My deepest sympathy to Sue and family. We worked together for many years at CVH. He was a kind and caring person to his patients and co workers. His sense of humor would light up a room. I always liked seeing him at 4H fair gatherings, where we would catch up on post retirement happenings. He will surely be missed. May he rest in peace.

I am deeply sorry for Paul's loss. I'm also sorry that I didn't know enough about his accomplishments and the many lives he impacted. I am grateful it has been shared here. I can still picture his happy, healthy smile this summer at Liz and Gregg's home. The moments we share like that are precious and rare. What an amazing man, with such a powerful, genuine and selfless career. I will miss him and pray especially for his family, children and grandchildren, whom he adored.
