Hello,
My name is Tom Wegman. I am so saddened to hear of Perry's passing. I only learned of it when attempting to locate him and perhaps catch up on some of the good old times we shared together at sea and in port. I was an engineer on a couple of MSC ships with Perry and we ran all over the Hawaiian Islands exploring them while we were there for some extended periods back in the 80's. He was a kind, cheerful and reliable "running mate".
I have just retired after nearly 45 years in the maritime industry and regret not reaching out much sooner.
I offer my sincere condolences to all of his family and friends.

Captain Perry cannot find anyone better. Sailed with him on the Roy Wheat great leader a beautiful caring person always had time. After hearing of his passing. Started to reread an old book. I turned the page I just finished and found an old note from Perry telling me about a job on the west coast and a telephone number. We love you brother and we all miss you. Fair winds.

I'm very sad to hear of Perry's passing. We were classmates at the California Maritime Academy, class of 1981. Perry was a great shipmate, liked and respected by everyone. He reached the heights of a profession that is challenging on many levels, and never lost the deeply human touch that many in positions of authority often do. It shows the very special qualities he clearly had. My deepest condolences to his family. While his passing is a terrible loss, I hope you will all take comfort knowing that he still lives inside all of you, and that you will remember the wonderful times you all shared, with joy.

I only knew Perry for a short time but he was sweet very considerate and I will miss that I didn´t get to know him better but why??? Is always in my mind

Captain Seyler started with Patriot as CM on the Yano and Shughart from 2011 to 2014. In 2014, he was transferred to Master on the USNS Dahl at the start of the Watson 1.0 contract. He stayed aboard the Dahl as Master until January 2017, when union MMP/MEBA passthrough rules caused him to no longer be eligible to ship aboard the Watson class ships.
As we remember him- the following are consistent and commendable comments about him and his time with Patriot:
o Captain Seyler has been a positive dynamic force behind the USNS Shughart for the past 120 days. He has a hands on approach that keeps the crew goal orientated, under budget and most importantly maintains a safe working environment. He has handled problems among the crew, in a calm manner, with dignity and aplomb. He has a logical approach to problem solving based on technical knowledge gleaned from years of experience.
o He exhibited leadership and represented PCS well during the high visibility Pacific Horizon 15 exercise which he was specifically requested to participate as Master by MSC, and he returned early from vacation to comply. Captain Seyler demonstrated excellent seamanship skills during the offshore exercises conducted for the US Navy. He has shown good leadership in developing his crew, especially the Deck Officers, by example and mentoring.
o Captain Seyler's performance was exemplary during a period of high operational tempo, including cargo outload, transit thru Panama Canal to western Pacific, participation in a joint-agency maritime exercise, and reestablishment of services, relationships and daily routine in ship's forward operating position. He has demonstrated excellent seamanship and leadership. His experience with the customer's needs and requirements are exceptional. He is noted for his relationships with the members of other departments aboard as well as his demonstrated leadership of the vessel's Senior Management Team.
o Captain Seyler is a consummate professional, managing his ship and crew utilizing experience and intelligence. He demonstrates leadership in every aspect of vessel management, maintaining communications with Owner and PCS shoreside staff. Captain Seylcr is an engaged Master, knowledgeable and capable. In his communications with the Safety and Operations group at PCS he is informative, open and honest.
o Captain Seyler has once again completed another assigned rotation entrenched in excellence and continues to set the bench mark for all other Masters to emulate. A premiere professional at the top of his field who can always be counted upon to do the right things, and who´s decisions embody safety and cost consciousness.
Captain Perry has crossed the final bar and is now beyond our horizon. Our heartfelt sympathy and condolences go out to his family and friends.

My sincere condolences to the Seyler family.
Perry and I both graduated from the Academies in 1981, he at Cal. Maritime myself at Mass. Maritime , we both had parallel careers , starting on tankers and finishing on Ro-Ro´s . Perry and I met working on the Cape Orlando and the vessel Adm. Callaghan in SF bay and Alameda, taking both vessels out on activations and missions, my wife Carly went to school with Perry and had sailed with him also..
When Perry left the Wheat to work on the Stockham I transferred to the Wheat and retired from there in 2011. Perry was the consummate professional and like so many of us had pure passion for the job we all did as Master...

I relieved Perry as Captain of the USNS Shughart in 2014. I knew right away that he was a good man. My deepest condolences to family and friends. He will be sorely missed by all.

Spent five years (2001-2006) with Perry preparing and sailing the USNS Roy Wheat. We were on the same rotation, so we spent LOTS of time (years) living in Mobile while attending the Wheat at Bender Shipyard. It was an extraordinary 5 year evolution to bring her from a Russian icebreaker shell to a Military Services Command asset of the Marine Corps.
Both Bender and MSC were rather lax in making shipyard changes ... I believe some were made and agreed on using cocktail napkins at a Martini Bar called the Double Olive! We used to laughingly call the Wheat a "Stolichnaya Class ship". Years later going through some of the original Russian documentation (it was built as a Russian icebreaker), I found it ACTUALLY WAS BUILT AS THE STOLICHNAYA CLASS.
Never found an opportunity to sit down with Perry and chat about the crazy and wonderful times we had, both in the shipyard years and the later operational times running around the Eastern Atlantic and Med. Was quite sorry to hear of his early passing and condolences to all family.
Will watch the sunset tonight, sit down have a Martini and can only wish him well on his journey. STOLI!

Tendering my heart felt condolences to Perry's Family.
Perry was a true friend, shipmate and pal to me and so many others in the Maritime Industry. Remembering all the great times we had in NOLA onboard the USNS Yano and USNS Shugart, MSC and MEBA Training Schools, and always catching up on industry news and comparing notes. We were asked to do an analysis for MSC on the then prospects of long term mooring analysis for MSC assets in Beaumont, Texas some years ago. We both worked our tales off on the presentation, which Perry presented to the entire MSC and MARAD staff at the Hilton in Beaumont, TX. - with great appreciation from both Agencies.
A true friend, and the most respected Captain in the USMM by all who knew him.
You will never be forgotten Perry - God Speed my friend.

Perry was a neighbor of mine in Novato. He was a devoted and loving father, always putting his family first even during long periods at sea. It was always a pleasure to know he was coming home and we often enjoyed conversations at neighborhood parties or on walks. My heart goes out to his family.
