Dear Mary, Elena, Linda, Angela and Families,
I worked with Phil at Agriculture Canada for many years. I have many fond memories of Phil from scaring me as a young recruit when I had to ask him for a new pencil, to his cooking advice (though I never did get to taste his famous pizza), to using him as a windbreak as we made our way across the Central Experimental Farm on stormy winter mornings.
I remember how Phil was so proud of his children - Dominic's Air Canada passes were cherished, Elena and Linda both had great careers (even though they lived in Toronto), and Angela was his youngest joy, though a fiesty one!
I remember Phil's emdless Inventory lists of Agriculture Canada publications and his booming voice that echoed down the halls of the Sir John Carling Building. One pay day (Phil's favourite day) he headed off to the bank only to be told by the teller that he couldn't cash his pay stub - he'd have to bring the cheque itself to the bank! Boy was Phil embarrassed and mad that he had to make two trips to the bank that day (extra gas for the car)! Of course, once the story broke, Phil was even more embarrassed as everyone needled him about it, likely for years after!
I believe that Robert St. Michael nicknamed Phil "Papa Bianco" and it stuck. Phil nicknamed me "Legs", while others had even less flattering ones!
Thanks for the great memories, Phil, may you rest in peace.

My sincere condolences for such a great loss. I can recall having supper in your kitchen with the sounds and smells of wine being made in the background. What fond memories we have. Your Dad always welcomed me with a smile and I know you will miss him a lot. My thoughts and prayers are with you all. Sincerely.

Phil was my supervisor at Agriculture in 1996. He was quite the character, I remember him fondly. I also remember some of the vocal exchanges between Phil and some of the other divisional staff. Never a dull moment!

Phil will be missed by the old Agriculture gang (Mike Laflamme, Wayne Parrington etc...) The pranks we pulled on each other and the fun we had at agriculture..Phil was a great fisherman and fun to be with. He had nicknames for all of us. God bless you all in your time of grief. Mike is in Florida - I will let him know.

Dear Bianco Family
Our sincere condolonces to you all - It has been a long time. I (Cathy) remember growing up in Little Italy; Phil would be talking to Tony the Barber or taking a walk around the neighbourhood. That was a very long time ago. He always had time to chat. It is always hard to loose someone close but with each other's support you will be able to deal with this. Everyone knew one another well in the area.
