Many of us will miss the considerate, kindhearted, and charitable ways of a very gracious neighbor!! Phil was a valuable neighborhood leader, motivator, and friend. His example of selfless service will be remembered!

"I've known Phil for about 16 years and attended several of his training sessions in my early days of floodplain management. Phil was a personable and kind person, always willing to help and to listen. He was very disciplined, loved his wife, and was passionate about life. He appreciated NCAFPM and continued to attend conferences well past his retirement.
Than you, Phil, for your friendship, help, example, work, and life."

Having seen Phil so recently at the Fall picnic, I'm sorry that I did not spend more time with him. Let this be a lesson for me to reach out more.

I would like to share with you my sincere condolences on Phil's passing. Phil was an active member of the North Carolina Peace Corps Association for many years.

He assisted with our silent auction fundraiser for many years, helping to track the items that were donated, their estimated value and the price eventually paid for the item. More recently he also regularly contributed plants from his garden as items for the sale.

Our Peace Prize event has been held at Pullen Memorial Baptist Church for many years and Phil was the person who secured the use of the facility and was always there to help us set up the event and clean up following. He similarly assisted us several times when we hosted special events at the Church during the summer.

I last saw Phil the end of September at our annual Fall Family Picnic. He and Vivian attended, as they did most of our events. He was his usual kind and gracious self, with a ready smile (he had a wonderful smile!) and delightful, if unassuming, presence. There was no indication that he was ill or declining, so the news of his death came as a very sad shock. He will be missed by our group, including me. He was a reliable, generous, giving soul who enriched us with his presence.

Phil was a fantastic man and his loss will be especially hard for so many people that loved him dearly. It is so hard when someone is so very saint like. Rest well my friend.

I worked with Phil after Hurrricane Floyd for many months. I thoroughly enjoyed his leadership, personality, and learning atmosphere Phil provided. Phil bought me a Tee shirt upon leaving, which I still have. I will wear that shirt with a different outlook from now on. Rest In Peace, Phil, you deserve it. John LaBrune, FEMA Reservist (ret).

Phil will be sorely missed at the soup kitchen on Thursdays. It was an honor and a privilege to work beside this quiet, gentle man.
