Phil and I were lifetime friends. He followed me in my job at the Minneapolis Urban League. I was writing to invite him to see me in Minneapolis when I learned that he had died. I hope I will be in town for his memorial if someone will inform me. Fred Appell

Phil and I worked together at USIA. He was always very courteous and kind and fully informed on whatever issue we faced. Would that Washington had more of his caliber and character today. Sincere condolences to the family
