Ann and sons,
I was saddened to find out today, June 1, of the passing away of Phil. I had talked to him about a yr. ago. He was my Commanding Officer when I served on the USS PIGEON at the N&MCRC in Phoenix. He was the finest Commanding Officer I served under in my 20 yrs. affiliated with the Reserve Center. He knew how to separate reality from fiction in the Reserves. He was always positive, and the people who served under him absolutely loved him. I was his Yeoman and helped with all the dreadful Reserve paperwork. He and your family are in my thoughts and prayers. He was an outstanding man to know and serve under. God Bless You...Gary R. Basilo...Chandler, AZ

We were deeply saddened to learn of Phil's passing this morning. (Modesto Bee). The City of Modesto greatly benefitted from Phil's dedication and community spirit; and those of us who came to know him well benefitted from his "joie de vivre", his affective laugh, contagious smile and generous nature. Ann, We were so sorry to hear of Phil's passing! For those of us who worked with him here in Modesto, we will always remember his great sense of humor and big smile! Plus, he taught me how to play craps....I can remember him drawing the craps table on a little piece of paper & teaching me how to bet.
